UN: Doha summit off to weak start

The Doha-hosted UN summit on financing development "might have been much better" if more world leaders had attended, Ban Ki-moon, the secretary-general of the United Nations has said.
 
Noting the absence of many G8 heads of state and government as the summit kicked off late on Friday, he said: "Of course we hoped that the high level delegations would be represented, it might have been better."

However, the secretary-general was quick to add that the G20 would be represented at the conference in the Qatari capital by Nicolas Sarkozy, the French president and current holder of the European Union presidency.
 
He underlined that around 40 heads of states were attending the conference, although Sarkozy is the only G8 leader in attendance.

The secretary-general also urged leaders not to focus on the global economic crisis at the expense of key development targets - including provision of aid to combat rising food and fuel prices, supporting green technologies to battle climate change and create jobs and embracing a "new multilaterism" that would give emerging and developing economies more influence within key global finance institutions.
 
"If we focus only on the financial crisis we will find no solutions at all. A cascading series of crises will fall upon us. I have been stressing to world leaders that we need to think big .... just look at the trillions of dollars found to save the banks and companies.
 
"We need to pool all resources possible to help those who are the poorest of the poor, the most vulnerable of countries," he said.

Moral 'basket case'
 
Earlier on Friday, Miguel d'Escoto Brockmann, president of the UN General Assembly, delivered a scathing attack on some member states apparent unwillingness to move away from free-market dominated development solutions, commit to aid level targets such as donating 0.7 per cent of gross national income and "put the human at the heart of development".
 

Monterrey: key issues

The 2002 Monterrey Consensus was the result of a UN-sponsored conference on financing for development.

Unlike the current Doha summit, it was attended by 50 heads of state including chiefs of the IMF and World Bank.

The Consensus established pledges on six themes:

 Domestic resources
Foreign investments
 Trade
Aid
Debt
Systemic issues
"It is not a question of regulation or deregulation. There are alternatives ... we have become a moral basket case. We know what needs to be done but we don't seem to be able to come up with the energy to do it.
 
"Why is that? Because we have become contaminated by the logic of the predominant culture that puts profit at the centre of the development process instead of human beings."
 
Despite this, he said he was still "hopeful" of a positive outcome in terms of fulfilling and building on the development pledges made at Monterrey, Mexico in 2002.
 
Sources close to the negotiations - which centre on a number of key development goals and principles - said there was much debate about whether the entire focus of the development agenda should be changed in light of the current economic crisis.
 
Both Ban Ki-moon's and Brockmann's comments follow sharp criticism from leading charities and aid agencies about heads of state of key economies choosing to stay away from Doha.

The Esteemed Gentleman is right we are a "Moral Basket Case" - and not because of how our women dress, what we eat, or how (or to whom) we Pray. I've been saying (though I'm just a 'nobody') that we should move away from charging Interest on Debt as it is said to be a 'sin' to all three Judeo-Christian-Islamic Religions and the Middle East Magazine article on The Islamic Banking Systems 'Sharia Complient' Sukk (or Sukuk) Bonds really drove home my point. I Hope Obama is listening!

Limiting of Comment Topic
This is a great article and I think AJ should provide readers the opportunity to discuss this. you might have noticed how disrespectful the US and others can be towards Qatar and the Gulf States except when demanding cooperation. Had they been seeking money for bailouts you may have seen more ministers/secretaries and leaders not just Sarkozy.

Why exactly did the G8 not show up? Seems a little disrespectful that there's this meeting that basically nobody in the western world attended other than Sarkozy...
