The prisoner exchange between Hezbollah and Israel, the last in a series of similar exchanges over the last two decades, could signal the end of a volatile era and the beginning of a new more stable one in Lebanon and in the region. 

 

Israel's three decades of occupation of Lebanese territories - beginning with the 1978 and later 1982 invasions and the 2006 war - have been met with bitter Lebanese and Palestinian resistance.

 

The Israeli military’s humiliating unilateral withdrawal from most of the Lebanese lands in 2000 and its poor performance in the 2006 war have allowed Hezbollah to declare victory and celebrate the return of its last prisoner from Israeli captivity.

 

For many in Lebanon and the region, this represents a strategic and moral victory for Hezbollah and a vindication of its position since it captured the Israeli soldiers in July 2006.

 

Though the capture led to the outbreak of full-scale hostilities, many in Lebanon and the region say the war could have been avoided by a straight-forward prisoners swap from the very beginning.

 

This "victory" also came in the wake of the establishment of a national unity government. These two elements have contributed to positioning Hezbollah’s victory as de-facto relief for the whole country and its 'united' leadership.

 

Meanwhile, Israel mourns its dead and laments the failure of its leaders.

  

Stability within Lebanon

 

But Hezbollah's actions must also be seen in light of the gradual change in Lebanese internal politics.

 

Three years of sectarian violence, assassinations and war with Israel, brought the country to the brink of civil war in May as regional and international powers cheered them on.

 

And suddenly it hit the Lebanese - its déjà vu all over again.

 

Scarred by more than 15 years of civil war that tore apart their nation, the Lebanese realised the futility of resolving their political differences through military conflict.

 

No longer would they allow proxy wars to be fought in Lebanon.

 

Nor would they tolerate that their political leaders facilitate regional and international intervention in their country to use against their opponents.

 

This awakening in Lebanon facilitated its political factions, including Washington’s nemesis, Hezbollah, to meet in Doha, Qatar and reached a monumental agreement toward national reconciliation.

 

What the Bush administration ridiculed as a futile exercise based on “foolish illusion” of change of heart, led to a new roadmap for peace and national reconstruction with four distinctive benchmarks.

 

The Lebanese roadmap ended all street protests and clashes in the capital, allowing for the election of a consensus president, General Michel Suleiman.

 

It also paved the way for a national unity government that will oversee the implementation of the last benchmark, national elections next year on the basis of an older, but more adequate electoral law.

 

Not bad for four days of talking.

 

Risks

 

But obstacles and risks remain.

 

In fact, as former acting foreign minister Tariq Mitri told me recently, the scars of sectarianism and factionalism remain deep in the country and could fester again in the shadow of a political vacuum.

 

This means Lebanon remains by all measures a volatile place with armed groups. As a multi-ethnic and multi-confessional state, it encompasses religious, primordial as well as liberal and secular extremes that accentuate both self-preservation and self-sacrifice - in passion as in war.

 

Since it was carved out of Greater Syria by European colonial powers in 1943, Lebanon's confessional democracy has been a curse in disguise. Three decades of Christian domination led to the breakout of civil war in 1975.

 

Only after agreeing to rectify the imbalance among the country's confessions and committing to end religious affiliation as basis for political representation in the future, did the bloodshed stop in 1989.

 

Today, the Lebanese have a window of opportunity to forego their bullets in favour of ballots and write a new electoral law that terminates the confessional system in favour of the more stable and democratic republic of the citizens.

This is especially important because Lebanon has long been a barometer or even a laboratory for change in Middle East politics. Already Lebanese talks seem to be both a symptom and a trigger of diplomatic fervour in the region.  

The new unity government is expected to improve the tense relations with Syria which shares special historical, cultural and even extensive family relations with Lebanon. The Syrian president has already committed his country to diplomatic ties with Lebanon including opening of embassies, a first since independence.

 

If the country continues its march through a relatively peaceful summer, it is a sign the Middle East is turning its back on war in favour of diplomacy.

 

Israel is already conducting indirect talks with the Syrian government in Turkey.

And Mahmoud Abbas, the Palestinian president, has already announced his intention to hold talks unconditionally with Hamas over national reconciliation as the latter conducted indirect but successful talks with Israel over a ceasefire in Gaza.

Nevertheless, the Bush administration still considers the democratically-elected Hamas and Hezbollah who are anxious to rejoin their respected governments, as "terrorist organizations" supported by "radical" regimes in Syria and Iran.

 

Which make it less likely for any major diplomatic breakthrough to see the light until after the US presidential elections. The Syrians who are considering direct talks with Israel made it clear they would not commit to any agreement without US guarantees.

 

If the present administration is not willing to facilitate serious diplomatic breakthroughs among the region's players, it should be restrained from torpedoing the next administration’s chances to help forge peaceful talks by attacking Iran, a confrontation that would have dramatic regional implications.

 

If Hezbollah's and Hamas' approaches towards national dialogue and political reconciliation in Lebanon and Palestine are any guide, their regional allies in Iran and Syria are also open for constructive dialogue and even agreement with the US and Israel respectively.  

It is a hopeful beginning that Washington is dispatching William Burns, the under-secretary of state, to hold indirect talks with Iran.

But this is hardly sufficient to produce the needed results sooner rather than later.

It is high time for Washington to conduct high level negotiations with Damascus and Tehran.

I agree with Fared %100. Iran is controling Lebenon through Hezollah. They poor hundereds of million dollar in Naserallah's pockets to change the course of the politicts in Lebenon. They interfering war with terorisem in IRAQ, Afghanestan, even Turky, syria, Pakestan, sumalia, kashmir, kosavo ..... just name it. Russians making billions by arming IRAN against west and keep USA busy dealing with mulahs.

Are the good people of Lebanon aware that this 'hero' that was so warmly received yesterday is in fact a cold blooded murderer? Do you know he kidnapped a 4 year old girl with her father during the night? He proceeded to the sea shore where he smashed her head on the rocks until she was dead? He heard her cries and continued? Anyone who sees Arab helping Arabs as supporting Terrorism is not sufficiently schooled in the historic ties of these nations, regions and clans. The current peaceful jestures and reconcilliations in the regions are historic and must continue. We in the US can start looking outside our own leadership by taking the example of Lebannon, Syria, Palestine and Iran in how to conduct foriegn ploicy successes, since our policies are starting to be replace.

Hezbollah's avowed aim has always been to destroy the fragile Lebanese state so they can set up an Iranian-style Islamic Republic. Becoming the "Resistance" against Israel was merely a cynical tactic used to gain them popularity with the Lebanese public since their bullying, kidnapping, torturing, selling and killing of innocent foreign and Lebanese hostages in the 1980s had caused them to be hated worldwide. Lebanon will never know peace while the Hezbollah exists as an armed militia.

There will be no peace...
as long as Israel exists. After the defeat in 2006, and after that Hamas gained power among the palestinians, the Bushadministration and the israeli politicians have changed their plans. Now, they want peace. 20 years ago they wanted to "destroy the terrorists". USA and Israel is history. They have realised that the arab nations has rised and that these nations are today the new world powers. Israel can't even enter the Gaza-strip, and God knows what happens to those who dares to attack Iran.

Or to be like South Lebanon, where Hizbollah is "elected" - you just can't vote for other parties otherwise they shoot you. Or to be like Syria, where 95% are disconnected from the Internet. Avoiding the war
The simple fact is that Israel has only ever had one real interest in Lebanon - and that is a stable Lebanese government that does not allow its territory to be used for attacks against Israel. Do you think that we have any love for the Syrians - of course not and if the Lebanese governemnt haad sat down and made peace they would have received the prisoners the Sheba Farms the bodies of the lebanese dead without a single bullet. Unlike Syria we do not seek to dominate Lebanon we just want peace.

Palestinian reprochement
The major obstacle to a Palestinian State is the fact that for peace to be achieved Israel needs to speak to Palestinian leadership that represents a Palestinian national decision to end the conflict and live in peace and that has the strength to take the steps needed to implement that. when that happens Israeli public opinion will be overwhelmingly in support. At present we are faced with one leader who refutes our right to exist and one who is in minority with no power.

Firstly, it was Israel who started the war when they bombed the Beirut airport & then continued with the shelling. Common knowledge. As for the number of dead fighers vs. civilians, just check intl. human rights groups records. Barbaric Israel deliberately slaughetered civilians, as they usually do & as they did with 17,000 in 1982. And yes, Israel WAS humiliated. They waged the war, lost close to 150 soldiers & still didn't get their soldiers back. Hizbullah is now even stronger than before war

Israel`s prisoner release
Israel probably released the Lebanese and other prisoners not because of any humanitarian consideration but only becuase it wants some of it`s own people (or their remains) back. They would never ever release anyone if there is no such pressure. I wonder why no body ever questions how they manage to capture so many without entering Lebanese territoty. Another question is that why doesn't the Lebanese government try to secure the release of it's citizens. Why is it left to Hizbollah?

As is the dictate of the current political status quo, the writer of the article omits a lot of the local and internationally produced injustices that've led to the rise of groups such as Hizbollah and the like. Many of these injustices remain and are possible harbingers of future turmoil. Many vested interests haven't and will not allow for the correction of these injustices.

Having said that lets remember the 2006 war between Israel and Hizbollah and the over 1000 Lebanease death of which the majority were women and children. Hussein - we do not celebrate dead Arabs, and no we did not bomb Lebanon so as to kill as many as possible. hizbollah lost 700 fighters who suddenly became civilians. We were firing to suppress the rocket fire that started the war, it is not our fault that the Hizbollah heros choose to fire their rockets from hospitals or from behind the civilian population. The saddest thing is that Siniora was not man enough to sign a peace treaty and get Sheba, the prisoners and the bodies back

It is most unfortunate that so many good people in the Arab world have been brain washed to believe that terrorism/murder is right in Gods eyes. By manipullting the teachings of the Quran and the brains/souls killing has been glamorized. Hezbollah, has manipulated and distorted the truth as a way to divert attention from the real ills of its society. Murder does not make a hero, saving one life does. We could all learn from the Israelis - they gave up much to get back 2 souls!

How come Mr. Bishara says nothing about Hezbollah arm arsenal? That it has always adamently refused to merge with the Lebanese army, creating de facto a state within a state? Now that it has achieved political gain, when is it going to stop being an armed movement at the same time? Hezbollah disarmement is the key to stability in the region but loads of arms keep coming regularly from Iran and Syria

Israel, didn't have a defeat of any sort. They gave Nasarallah a little piece of fish which he can show to his supporters and they have a false illusion of victory. However, if this can bring an acceptable amount of peace and prosperity in Lebanon then it's good. Looking at the muslim world however, it's very hard to believe.

let's think clearly guys.. everybody knows that there are hundreds children and woman in Israel's prison. thousands of palestinian body and fighter are remain in Israelis hand as well. what make them release the 5 hizb fighter and other dead body? only thorough exchange prisoner. This is why hizb captured the Israelis in 2006. If Israel really want a peace, they should release every single person in their prison, give the golan and shebaa farm back. All those who falsely believe that Israel has any good intentions should recall that Israel supported the fascist movement (Phalange) during the Lebanese civil war and played an active role in the atrocities of that movement (recall Sabra and Shatila, first bombing of Qana, etc). In fact, Lebanon was Ben Gurion's first target after the 1948 war, as he saw how easily the country could be divided among sectarian lines. He attempted to sow the seeds of discord via Lebanese General Haddad.
