China decries US 'moral authority'

Nowhere personifies the American dream more than Los Angeles, California.

From the Hollywood Hills to the glittering boutiques of Rodeo Drive, the material rewards of success are easily visible, attracting millions from all over the world to trade in their rags for riches.

But according to the Chinese government, the American dream is exactly that, a myth perpetrated by the rich to keep millions locked in a cycle of poverty that is virtually impossible to escape.

In a report issued annually by the Chinese State Council, the Chinese government accuses the US government of "widespread human rights abuses on its own territory", and says that US criticism on the human rights records of other countries is simply hypocrisy.

It is an accusation that rings true to Manya Anderson, an unemployed African-American woman living in the notorious South Los Angeles area, formerly known as South Central and infamous for its gang culture and high levels of crime.

Manya has a masters degree from the University of California in Los Angeles (UCLA), but after a shooting at her last place of employment several years ago, she was forced to take a leave of absence, and she has not been able to find work since.

Racial 'suffering'

In what she refers to as a systematic degradation of the area, public facilities have been closed, hospitals shut down, and even grocery stores forced out, leaving fast food outlets the only source of food.

"I don't have the same rights as people on the other side of town," says Manya.

"If I had blonde hair and blue eyes I would be in a better financial situation today."

Of course civil rights have long been talked about in the US, but the Chinese government report suggests human rights are essentially the same, and minority groups, particularly African-Americans, are suffering now more than ever before.

"We have our faults but we have a functioning democratic system," concedes Robert Wood, a spokesman for the US state department.

But his response to the report suggests the current administration does not take kindly to criticism. "I'm not going to respond to Chinese government accusations," he says.

Nonetheless, it is undeniable that the US has lost some of its moral authority during George Bush's term in office.

Once regarded as the world's policeman, the wars in Afghanistan and Iraq, and abuses of prisoners at Abu Ghraib have damaged global perceptions, something that many Americans seem to feel acutely.

"Holding people without trial for years on end at Guantanamo, using secret prisons and blackhole sites for interrogations, subjecting people to torture, the US doesn't have a leg to stand on in criticising other governments for those practices when it itself is engaged in them," says Alison Parker of Human Rights Watch.

Domestic concerns

On the streets of California opinions are divided about how much the US should look to the outside world.

Orange County has the highest concentration of conservative voters in the US, and incomes are clearly high, with luxury cars parked in many driveways and yachts moored in the backyard.

With a jewelled "stars and stripes" badge adorning her blazer, one woman told Al Jazeera she wanted the next president to spend more time concentrating on domestic issues rather than worrying about the opinion of the rest of the world.

And when we asked whether the US should come under the same scrutiny as China, one man told us: "We're the United States. We make our own laws and should follow our own laws."

By contrast, Haight Ashbury in San Francisco has been famous since the 1960s for its hippies and liberal thinkers.

Pointing to the lack of gay rights, the failure of a social safety net and the growing gap between the rich and poor, many we asked felt the next president had much to do to repair the US's reputation.

"Nobody here is going to agree with anything the administration has done in terms of the war," one woman said.

"In terms of Guantanamo Bay, in terms of the way they deal with the poor, in terms of the way they deal with black people."

But as Americans prepare to go to the polls to decide their future, some feel there is not much to look forward to.

"Living is overrated," Manya Anderson tells me with a defeated tone, as she sets out for another day of job searching.

"I'm not looking forward to tomorrow," she says. "The rent is due."

Poor article
I am sorry, I always almost love the articles and press coverage of Al Jazeera english, but this article was redicules- except for our Human rights defenses in Guan. the rest of the accusations are a bit extreme. Though I agree that African Americans have a much harder time making the same wage as their white counterpart, I think this is by far, not a human rights abuse issue- what it is, is discrimination that both civil society and government must work to correct through education and opportun

I'm Canadian. I totally agree that the American hypocrisy is second only to its arrogance, and it is extremely offensive to hear the United Hates pass judgment on China or anywhere else. I am a white rural rancher in the southern United States and you may often drive 20 miles or more before you find a person of color who eowns land, even then it will be a very small plot. In areas of ethnic majority the government at the state and municipal levels here have for years been systematically reducing services in these communities creating a two tiered system. Our prisons as well reflect an arrest and conviction rate more than twice that for whites

I don't know much about what happen in US, but according to the news that I saw in the past, i got the impression that US make the standard policy that they say should be followed by all countries. if we talk about democracy then the Hamas government was elected trough democratic process. if we talk about human rights then there are no countries in this world who had send many troops than US even after the declaration of human rights (in fact they were late to respond to Hitler before)

Ther is no paradise anywhere int he world. There are and there wil be always inequality in any society. But America adn Amercans are more fair and charitable than any people or nation in the world. If Manya, a college graduate with a masters degree and being black, it is hard to imagine that she can not find a good paying job in Los Angeles or anywhere else in America. Most probably she does not want to work and most probalbly she is collecting some form of disability payment for her "trauma".

This article is full of lies. If it were true, anyone who felt victimized could sue the government. The US judicial system has a strong history of supporting civil liberties in the past 50 years. Anything contrary is absurd and promotes ignorance. You must consider the balance between providing equality and allowing liberties.

brainwashed yes,I was born in Massachusetts, USA, now living in Beijing. The Chinese people are the nicest people I have ever met. I was brought up in public schools and taught that China was evil, and I should hate evil. Most news articles and education sources in the US continue to this day, to send those messages to American young people. I have spoken with US college students recently that told me they were taught nothing about China. Only that it was bad. I'm grateful to know the truth.

While everybody has different opinions in the article and not all of them that I agree with, for example a black woman with a masters degree in East LA. If you want work go find it and stop blaming others. However, I do agree with the articles take on U.S. double standards. For example calling Russia's invasion of Georgia illegal after the U.S. invasion of Iraq seems a bit ludicrous.

This is nothing short of inevitable, given the way the government has dragged what moral authority we had through the mud in recent years. What is especially frustrating is to hear this coming from China, with it's appalling disregard for human dignity. Yet somehow, I am finding it harder, as an American, to respond to their criticisms.

I appreciate this article lots. I am an American who grew up overseas and the criticism by the Chinese government of the American government and its human rights abuses fall right in line with the montra I have developed over the years. I have been pretty ashamed of the supposed moral position America has taken while exploiting people both in and out of its borders. I hope the American Empire ceases to be such a recless force for destruction in the coming years with Obama in office.

The poor fail to realize the only you can get out of the gutter is to vote. you may not be voting for the right person or thing when you first start voting. The Chinese State Council's report surely did not only refer to the plight of black Americans. That America's criticism of other nations human rights abuses is hypocritical, is absolutely true. But it is an understatement - it is an abomination. While claiming to set a precedent of tolerance and democracy, the US has instead set a precedence of torture, injustice, and failed foreign policies. The US doesn't need a new president who merely supports "change." It needs a revolution.

I take offense at comments like "the US does this" or "the US thinks xyz." Nowhere in the world is there such a diversity of opinion and thought than in the USA. Even within my own family we have people with a variety of opinions and beliefs who will vote for different and opposite people and causes in two weeks. The USA is not, and never has been, one monolithic entity. Occasionally we are stuck with a President and congress that 1/2 of us do not like, but we have the tools to change that.

The thought that the US continues to "spread democracy" abroad is troubling particularly since they lack domestic democracy. No matter who wins the election the US is systemically structured to benefit the elites this is the effect of the Electoral College, the establishment that votes for the president (notice I said "establishment" and not "people"?). Yes and No: Wen Jiabao is right about the US moral authority. Human rights are trampled in places as the article and its replies state. Skin color problems are improving but have not gone away. But I don't understand why Manya doesn't leave her city entirely. That's what most with her credentials do when they are serious about finding work. Our family did it eight times. Re: China It's not so easy for a black or brown person to get equal pay in China, either! Ask the ESL teachers there.

Its easy to talk about equality in a homogeneous society that runs on one religion and has very few different ethnicities. The reasons for inequality in the U.S. are as diverse as our population. You say blacks are held down yet Asians, Arabs, Persians, and Indians excel earning more money per yr on average than whites. Success for a hardworking well-educated minority is a certainty not a dream.

Ms. Anderson blames her surroundings for her situation. And that would be easy. I live in a very poverty stricken, crime infested city in America. The situation for some people is truly terrible, but people really do have opportunity to improve. What is Manya doing to improve her situation? This article is incomplete. And did the U.S. really just now lose its "moral authority"? I find that hard to believe. I don't think we are more or less hypocritical than we have ever been.

If the US is so racist then how is it that the average Asian American (East Asian, Indian & Middle Eastern combined) makes more money than the average White American? Could it be that those who actually put an emphasis on education & hard work have a greater opportunity to succeed in the U.S. than in any other country? i am disappointed in another negative article on aljazeera but not surprised. no country is perfect. no country has all 100 percent satisfied citizens, but in america, if you find yourself in a declining area, you have the right to leave and go to a more successful area. No one holds you down except for yourself in america. there are free computers in the libraries to find jobs and education. there is money available, especially for minority business start ups etc.

What a better place for a hypocrit than church, correct? Since there is nobody perfect, what is wrong with a sinner trying to live up to an ideal? I would rather have the USA fight for human rights in the world while struggling at home than to say nothing. If you say nothing than you just admit you are a moral failure. The US should keep talking and everyone else should start, no matter what issues they have at home. At least you can say you are trying.

Glad to see the news outlet of the Emir of Qatar printing another "exposee" of inequality and racism in the US. I just think it's ironic that a system as exploitative and racist as Qatar, where there are NO paths to citizenship, and rampant exploitation of poor non-Arabs (especially South Asians and Philipinos). Another premise of the article is that because some people are unemployed & with much less income/wealth than others in the US, it is proof that civil rights are being violated. The US constitution guarantees equal opportunity, not equal outcomes. Asian & Indian groups thrive in the US due to their cultures and work ethic others fall short due to culture/work ethic
