Obama promises major national security changes  
 

Barack Obama has vowed to repair policies left by the Bush administration, promising major changes to the country's national security decisions, including closing down Guantanamo Bay.

But the US president's speech followed a senate vote which denied him money to close the prison camp - a rare bipartisan setback.
