Japan-S Korea island row escalates
Japan's claim to the islands has triggered angry protests in Seoul [AFP]

South Korea has rejected a Japanese proposal to hold bilateral talks on the status of a disputed group of islets in the Sea of Japan, roughly halfway between the two countries.

Japanese officials had suggested talks could be held on the sidelines of a regional security meeting scheduled for next week.

The offer followed escalating tensions over the island's following the recent publication of Japanese teaching manuals reiterating Japan's claim to the disputed territory.

On Thursday protesters in Seoul staged a bloody demonstration outside the Japanese embassy, slaughtering live pheasants – Japan's national bird – on the street.

Seoul's rejection of the proposed talks was confirmed by Nobutaka Machimura, the Japanese chief cabinet secretary, who said it was unlikely that the Japanese and South Korean foreign ministers would meet for talks.

"I think it is important for responsible people in charge of diplomacy to have candid discussions especially at a time like this," he said.

Japan had offered to hold a bilateral meeting at the Asean (Association of Southeast Asian Nations) regional forum in Singapore.

Envoy recalled

Seoul and Tokyo have long been at odds about who has sovereignty over the rocky outcrops, known as Dokdo to South Koreans and Takeshima in Japan.

Earlier this week Japan said it plans to teach students about its claim to the islands, triggering an angry response from South Korea who recalled its ambassador to Tokyo and bolstered security around the disputed region.

On Thursday South Korean demonstrators clashed with police as they tried to push their way into the Japanese embassy.

Angry protesters battered, disembowelled and beheaded live pheasants, while dozens of war veterans in military fatigues shouted "Dokdo is our territory!" as they ate the birds' internal organs and dripped blood on Japanese flags and on pictures of present and former Japanese leaders.

There were also banners that read "Stop violating our territorial sovereignty!" and "Japan must stop distortion of history".

In April, Japan and South Korea held their first full-fledged bilateral summit in three years.

Ties were suspended after repeated visits by earlier Japanese leaders to a Tokyo shrine honouring the country's war dead including convicted war criminals.

'Corrective measures'

Kwon Chul-hyun, South Korea's ambassador in Tokyo, has called on Japan to "take corrective measures" to normalise what he called "the collapsed diplomatic relations" between the two countries.

"It's not long ago that we shook hands with each other to make a fresh start," he said.

"The most desirable measure is to delete the description from the teaching guidelines."

South Korea's Yonhap news agency quoted Kwon as saying that the issue may also affect cooperation with Japan in six nation talks on disarming North Korea.

"If public opinion worsens at home or political circles strongly oppose such cooperation, we have no other choice but to take it into consideration," he was quoted as saying.

Last weekend, the two Koreas, China, Japan, the United States and Russia agreed to work towards the disablement of North Korea's nuclear plants by October.

I'm just wondering why Korean gov doesn't agree to bring the issue to the International Court of Justice. I guess it's because not only Japan but also Korea knows the island belongs to Japan according to valid documents issued in 1905. http://en.wikipedia.org/wiki/Liancourt_Rocks

That's a pretty amusing statement you make hattori. "Valid documents issued in 1905." Pretty convenient isn't it since Korea was made a protectorate of Japan in 1905 and subsequently annexed a few years later. Valid documents made under duress? What is your say hattori?

I think the killing of the pheasants did not make the Korean protesters look very good. But it is understandable for the Koreans to feel so strongly about Japan's actions. Japan needs to acknowledge its brutal occupation of the Korean peninsula and heads of state also need to stop visiting the shrine for the war dead that have including war criminals equivalent to the Nazis. The sooner Japan recognizes its faults of the past, the sooner Korea and all of Asia can heal.

well, listen, you Japanese bro! I'm quite sure both you and I know the reason why Koreans wouldn't agree to bring the issue to the International Court of Justice. Do you think they will truly be the International court of 'JUSTICE'? They are afraid of your country, Japan. Since Japan is stronger than S.Korea, of course, they're gonna say it's you guys cuz they are more things you guys can do for them than Koreans can do. Be logic, bro!

Japan has no case
Korea has no reason to validate Japan's criminal claims by volunteering itself to the ICJ. Even having it before the ICJ is a win for Japan. Korean historical claims go back to 500 AD. Japan's claims begin only in 1600's. There are scores of JAPANESE historical maps that show these islands as KOREAN. There are NO Korean maps that show these islands as being Japanese. Japanese Shogun admitted these islands as being Korean in 1600's. And ALL non-korean non-japanese legal papers support Korea.

Avian Flu
Beating, disemboweling and beheading live pheasants is inhumane even to prove a point. Eating internal organs and handling blood... have South Koreans forgotten about the avian flu. Its funny how many people see Arabs as savages when the modern Westernized nation of South Korea's citizens behave this way. Thankfully their not attacking Japanese tourists. These islands are important because they represent territorial integrity for both sides but protests should be kept civil.

I can't agree with you more about killing birds and violent demonstrations. However you should have known how many Koreans were killed, raped and brutally used for scientific experiments under 'the Japanese Invasion'. They invaded Korea to steal money and resources and destroyed all our farmlands a lot in the past. Those Korean protetesters may have caused someproblems on the street but Koreans never invaded other countries to live better like Japan. Japan & Fukuda is inhuman.

Korean war crimes
The Korean army did a pretty good job of murdering and raping in Vietnam as mercenaries for the Americans. South Korean murdered 100,000s of its own people post partition. General Park imprisoned and tortured 10,000s to shut people up about the atrocities they committed.
