Military giants meet in Hawaii

Memories of the US conflict with another Asian power remain fresh at Pearl Harbor [GALLO/GETTY]

The gentle breeze in the palm trees and the long sandy beaches do not give the impression of an island fortress on high alert.

But the Hawaiian Islands are home to more military personnel and hardware than any other state in the Union, and most of it is pointing towards Asia.

This is the headquarters of Pacific Command (Pacom), the combined authority that manages the US army, navy and air force deployed in the Asia Pacific, and for many years their major perceived threat in the region, and possibly the world, has been the rising superpower China.

It might then, be considered rather strange to see a ranking general of the Chinese People's Liberation Army (PLA) striding up to a firing range at Schofield barracks, flanked by some of Pacom's most senior military officials.

Major-General Zhong Zhiming was leading a delegation of Chinese military officers on one of the first of many planned high-level exchanges, part of a new effort to break down barriers between these two military giants.

"The frequent exchanges between the US and Chinese military are good for our future development and I think they'll happen more and more and the relationship will get better," Zhong told me, showing an openness which one rarely sees from PLA officers.

On the US side, Chief Master Sergeant James A Roy was also keen to stress that informal discussions had helped to break down suspicions on both sides.

"We're interested in what their intentions are, and obviously as China, we want them to partake in the peace and stability across the Asia Pacific region," Roy said.

Dealings between these two powerful nations are rarely simple, however, and just three days after the visit, the Chinese government announced similar exchanges had been cancelled for the foreseeable future in protest at the US government's sale of more than $5bn worth of missiles and attack helicopters to Taiwan.

And the complaints are not just coming from one side.

Every year, the Pentagon complains that Chinese military expenditure is rising at dangerous rates, that there is a lack of transparency in the development of the Chinese military and that China's expansion into space escalates tensions not seen since the Cold War.

There are also concerns that China's aggressive pursuit of energy resources in Africa and other areas well beyond Asia, could create areas of conflict with the Unites States.

It is clear the threat is not taken lightly, perhaps illustrated by the fact that Hickham airbase will be one of the first to receive a squadron of F22 fighters, at an estimated cost of $360m per aircraft.

The base, however, is also home to the giant C17 cargo planes, which flew relief missions into China during the Sichuan earthquake earlier this year, a sign that the relationship is on the right track, says Lieutenant-Colonel Ed Thomas of the US air force.

"We're cautiously optimistic," said Thomas. "Clearly our job as uniformed services, as our nation's military, is to protect our national security interests against any threats, anywhere in the world and it's our job to be prepared. Clearly we want to be able to deal from a position of strength."

The United States is unlikely to let that position slip, despite all the friendly rhetoric.

In Hawaii, memories of another era, when the US faced a dominant Asian power - Japan - are fresh.

The memorial to the USS Arizona sits on the edge of Pearl Harbor, on top of the battleship that was sunk by the Japanese with the loss of 1,177 lives.

With China's growing economic might comes an inevitable growth of its military power, and the resources that it wants to protect.

Denny Roy, of Hawaii's US government-funded East-West Centre, said "both countries are positioning each other for the possibility of some kind of military conflict in the future".

"For sure, both see each other as perhaps the most dangerous adversary on the radar screen."

Spending is choosing. I wonder how many school systems or health clinics could be funded by all the money spent on those military operations? Which sectors would better support peace and prosperity for all?

I think the last comment was right on...we are spending our treasure on fear. I hope the next president will can move to do better with our taxdollar and world prestige by giving jobs to our war veterans and young adults is to put our budget to help save our planet from global warming that would involve the military in the Pacific to the Atlantic would be to reactivate the US Civilian Conservation Corps, I am leading a grassroots effort to bring that program back and sign the petition online

Look pass the obvious
China is becoming an economic world power. With the collapse of the Soviet Union leaving the U.S. as the sole super power. It's natural instinct that the Chinese would rise to fill the void. Only solution is for the US to downgrade it's military strength. Though we might not think we're a threat to China, obviously China doesn't hold that view. We need a World force to deal with problem states. As a US citizen, I'm tired of seeing the US having to be the world's policemen.

China and America were allies in WW2 only because Japan invaded both of us....we've been in a cold war with China since before Taiwan. We backed the guys who lost their civil war against the communists. China has been the world's dominant military and economic power for more of recorded history than any other nation. Things are just returning back to normal.

Tom & Ben: I think that the point is that healthy, well educated people find solutions to problems working together, rather than resorting to 'conquering' each others territories. The reason why Canada has had peace, even in light of our abundant resources, is because the USA hasn't found the need to access our resources using military force (USA is probably the only country that could attack us for our resources). Instead, we have bilateral trade.

Aloha, I live in Hawaii, but not on Oahu. To Randy I, too, tire of the US being policeman to the world. But, sadly, no one appointed or chose us. The US government chooses to be world police and often other people suffer from it.

What are you talking about, Communist China was a deadly enemy during the Koran War. Nationalist China, now Taiwan, was more of a burden than a benefit to the Allied war effort in WWII. I suggest you study facts before, ignorantly making accusations of Racism.

To Andy in Canada It is easy to talk when you sit next to the US and don't have to spend a dime to be protected by us. If it was not for the US, any country that wanted your natural resources could have take you over with your small underfunded military.

Virginia, China is not the same power it was during World War II. Both the US and China obviously regard each other as threats nowadays. Also, throwing around the word racist in such a cavalier manner is ignorant in itself.

It is only a matter of time before hostilites break out between the U.S.A. and China. America is a country motivated by greed as a great number of people throughout the world know to their cost. It relies on its superior military power to take what it wants(usually your oil) and overthrow any governments not to its liking. Most times they get away with it,but whether they can pull it off in China is another matter. I hope i am not around when the inevitable conflict happens.zsuz

Domino effect
The dismissal of the US as an economic. although with mud feet, superpower will entail its dismissal as a military superpower, rendering british influence even more negligible as it is now, thus leaving Israel bare naked of protectors in the mist of her enemies. It is a must to strip off Israel from her illegal nuclear weapons for the sake of millions of people (Jews and Arabs) living in the region.

Virginia is spot on. They were allies in WWII. To say that it was a different regime in power in China at the time, so they were not really allies, is plain ignorant. Its the equivalent of saying that the US is not Australia's ally as our treaties were signed with a different government than the one in power now. Think about it.

Another chance
This is another chance for the U.S. to do it right. China is an emerging superpower that the US needs as an ally in the fight against Islamic terrorism. With all that manpower, the total destruction of the Islamo-Facists in Iran and Islamo-Nazis in Afghanistan will be complete.

A government's first duty is to protect its citizens from external aggression. The last time we neglected that duty, over 2000 of those servicemen lost their lives. That is what those brave servicemen are doing in Hawaii. They are protecting ALL of the Americas! If you don't like it, move to the Eastern Hemisphere.

Conflict Between U.S. and China
Conflict between the U.S. and China is not inevitable. The two powers squared off against each other in Korea 1950-1953 and that experience prevented the U.S. contemplating invading North Vietnam during the Vietnam conflict. The most likely conflict scenario would be over Taiwan. China is well aware of it's limitations in Naval lift capacity and air power necessary to pull off a successful invasion. Add the U.S. Navy to the equation and success does not look good from a Chinese perspective.
