Afghan mayor turns Taliban leader

Akbari says he will not negotiate with the government until foreign troops leave

The former mayor of Afghanistan's Herat province is now the most powerful local Taliban commander.

Ghullam Yahya Akbari told Al Jazeera that he will not negotiate with the Afghan government as long as foreign troops are on Afghan soil.

Afghan mayor joins Taliban

Given exclusive access to one of his 20 mountain bases hidden deep inside rugged terrain that Akbari says were also used to fight the Russians, Al Jazeera's Qais Azimy found a group of at least 60 well-armed Taliban fighters.

Akbari's steely resolve to fight foreign forces comes amid reports of many soldiers defecting to the Taliban. Many are unhappy with the "un-Islamic" ways of the foreign troops.

Young and old

Some in Akbari's camps were just teenagers, others old enough to be enjoying retirement, but all had left families behind and were committed to the fight to push international troops out of Afghanistan.

Akbari said he had 20 bases training fighters
in the rugged mountain area

"I will continue jihad against the Americans who have invaded our soil until the last drop of blood remains in my body," Askar, one of the fighters, said.

The food they eat is mostly dry bread, but the fighters do have satellite television and complaints appear rare.

"We are not doing jihad for our stomachs, we are doing jihad for Allah," another fighter said.

Akbari said the 20 mountain bases under his charge were also used by some of the same fighters to drive out the Russians in the 1980s.

"People may wonder why we live up in the mountains. That's because we want to avoid civilian casualties and fight with guerrilla tactics," he said.

No talks

The former mayor is not interested in peace talks and said he would even turn his guns against Mullah Omar, the Taliban leader, if he negotiated with the Afghan government.

The fighters said they were willing to fight
to the death

"I do not believe that Mullah Omar would do that but if they sit with the Afghan government and negotiate then for us they will be like all the other members of the government and we'll continue our jihad," Akbari said.

A spokesperson for the Nato-led International Security Assistance Force (Isaf) dismissed suggestions of an increase in Taliban support.

"While they were in power this was the worst administration in the history of the country so why would the people of Afghanistan want the Taliban back?" Brigadier-General Richard Blanchette said.

But Al Jazeera's Azimy said the group had grown in its reach since he last met the fighters more than a month before.

It now held three young policemen hostage and appeared to be a real threat, he said.

'MPs strike'

Twenty Afghan members of parliament have meanwhile gone on strike in protest at the worsening security situation in Herat, and over what they say is the government's inability to fix it.

The move is another sign of the difficulties facing Nato-led forces in bringing peace to the country.

Al Jazeera's Dan Nolan, reporting from Kabul, said that the strikes reflect further discontent on the part of Afghan officials.

"The security situation, and the increased attacks by Taliban fighters has many fearing that they can no longer protect themselves or depend on the government to come to their aid," he said.

Khalid Pashtun, a member of parliament, told Al Jazeera: "The MPs from Herat are telling us that, for the past few months, they have been expressing their concern, wanting to replace the governor and some of the higher authority people in Herat, but so far there is no response back from the central government.

"I would agree with Nato that Akbari is not really a big threat to Herat security. But for the past few years he has tried destabilising the area. Lately, in Herat kidnapping is increasing, and most of these actions were blamed on him."

Pashtun explained that Akbari was a prominent commander and that after the Russians left Afghanistan he was mayor of Herat between 1992 and 1996.

"He was a very successful mayor. When the Taliban was in power, he was exiled to Iran, and we heard he was selling vegetables there, so he was extremely poor.

"Since this government took over, he has been the head of the public works department. But one of his conditions for coming back was that he would be in the mountains until they replace the governor, but this condition has not been met yet."

"Illegally and without warrant"? Let me remind you that the reason the U.S and NATO are in Afghanistan is because the Taliban did not want to give up Osama and his cowards up to Justice. Approximately 3000 people were killed on 9/11 by those cowards, and hope that it never happens again.

Never this Country was occupied, not by Alexander/Iskander nor by English or Russian Troops, even often attacked !!!In many Talks with my Afghan Akhy in local Masjid I learn that this is no Terrorism, rather than Fight for Independence & cant be reigned, since many Tribes, only accept Sharia !!!Insh´Allah , I hope this will be accepted soon!Amin

A clear message to the US and NATO - GET OUT!
This is a resounding message to the US and NATO, not only to get out of Afghanistan, but out of all the countries they have illegally and without warrant invaded in their Imperial manner. I am sure however, that as always these "civilised" nations will only listen to their own "Intelligence" and shut their ears and eyes to the reality until its too late. Just like with the markets right now. Now exactly confidence inspiring to have western leaders like that is it.

They say that they fight from the mountains to avoid civilian casualties but they target innocent Afghanis on purpose. This so called Mayor turned Taliban commander is already telling Omar what to do and threatening his life like he has access to all the intelligence available to Omar to make such decisions as talking to the Government. He probably thought that he wasn’t getting paid enough money from Karzai so now he takes arms and claims he will fight for Afghanistan. He only cares for himself

Canada stayed out of Afghanistan until harper, bush's ally, overthrew the last Liberal government. Then harper put Canada into Afghanistan. He has just been re-elected. To avoid paying taxes toward that, I haven't worked for years now. I'm 62, with no house and no savings. With harper re-elected, I might emigrate to Latin America. But I have no problems at all. Imagine if the Taliban, or anyone else, were to come into Canada and the US to kill leaders they thought we shouldn't have.

From a purely military standpoint, the fighters’ uniforms should be camouflaged. Looking at the picture, these guys are very easy targets for snipers. He didn't resign, he was mayor during the Taliban years, thus he was ousted from power with the rest. From the article, it looks like the new government offered him a position, but they - surprise, surprise - didn't meet his conditions. So, he's off hiding in the hills "to avoid civilian casualties" while "not being much of a security threat." What a joke. By the sounds of it, they're just a bunch of bandits running around kidnapping and generally making people miserable.

It looks so absurd that Al jazeera is making Heros out of these guys. It is the third so called " exclusive accesses" reports. These arenot Taliban and they didnt join Taliban rather local Mujahiddin groups who are looking for opportunities to kidnap more people and ultimatly play some local politics. The Afghan government should strict against foreign policies for their internal interest,other wise president Karazi will lose next election as well as support from Afghan public. The foreign solider should stop immediately their western uncivilized behavior and respect Afghan culture and custom. their aim is to bring peace, not killing Afghan people , even burning Taliban dead bodies. The Bush administration should notice , other wise it will be a Jihad against Americans in Afghanistan soon.

I feel very sorry that Al Jazeera made a Talib out of this disgruntled local commander who is known just in Herat province which is 1/34 part of Afghanistan! He is neither a Talib nor fights for Allah. Taliban will kick his ass if he is caught alive!

Dear American in the Middle, accoding to your name you are not clear what you say. we stood against russians when amaricans were pissing from the name russian and you didn't done anything noble it was a trade we fought and you had to finance other wise new york would have been named little moscow. and i am a goverment offical but my home was bombed by heros of US Army, 6 children and women were killed and taliban are also bad guys so in mid we are getting killed. closing roads for training
