Israel to free jailed Palestinians
Israeli troops have clashed with Palestinian fighters along the Gaza border [AFP]

The Israeli cabinet has given its approval to release a new batch of 250 Palestinian prisoners.

The prisoners, a fraction of the 11,000 Palestinians held, will be released in the occupied West Bank before the Muslim holiday of Eid al-Adha, Israeli officials said on Sunday.

Ehud Olmert, the acting Israeli prime minister, had promised to free the prisoners on November 17 during a meeting with Mahmoud Abbas, the Palestinian president.

"This is a confidence-building measure," Mark Regev, a spokesman for Olmert, said.

He said Israel will release prisoners from the Fatah faction and other non-Islamist groups.

'Jewish blood'

The names of those to be freed will now be drawn up by a special committee according to criteria which rule out the release of prisoners "with Jewish blood on their hands".

Israelis will also be able to lodge objections to any candidates identified for release.

A senior Israeli official has said that none of the prisoners to be freed belongs to Hamas, the Palestinian faction in control of the Gaza Strip.

Israel has not said whether it would consider freeing Fatah inmates such as Marwan Barghouthi, the leader of the last Palestinian uprising, who is seen as a possible successor to Abbas.

In a similar move in August, Israel freed 198 Palestinian prisoners. More than 11,000 Palestinians are still held in Israeli prisons.

Such releases are highly emotive for Palestinians, who regard prisoners as symbols of resistance to Israeli occupation.

Eli Yishai, the trade and industry minister, from the ultra-Orthdox Shas party, voted against the release, calling the gesture "very dangerous, strange and dubious".

US-sponsored peace talks between Olmert and Abbas, rejected by Hamas, have shown little sign of progress.

Gaza border clashes

The offer to release prisoners comes as Israel also contemplates a major incursion into the Gaza Strip to combat Palestinian rocket attacks.

"Following mortar and rocket fire, the border crossings we had expected to open will remain closed," Shlomo Dror, the defence ministry spokesman, said on Sunday.

The Israeli military said on Saturday that its soldiers have battled Palestinian fighters along Israel's border with the Gaza Strip.

Clashes have continued at relatively low levels following an Israeli air raid and Palestinian rocket fire on November 4.

Israel and Hamas officials insist they are committed to maintaining the truce.

Hajj visa dispute

Meanwhile, Gaza-based Hamas authorities have threatened to prevent Muslim pilgrims from leaving the territory to attend the annual Hajj pilgrimage in Saudi Arabia, unless a dispute over visas is resolved.

Egypt has said it will only allow pilgrims to enter its territory from Gaza if their Saudi visa applications are submitted through the Palestinian Authority.

Hamas says it has submitted its own lists of pilgrims to the Saudi authorities for visa approval but Egypt has refused to recognise them.

Al Jazeera's Sherine Tadros said: "For another day those pilgrims tried to cross the Rafah border and were turned back again by the Hamas controlled security forces.

"Hamas has several reasons technical and legal for not allowing the pilgrims through ... of course we have a standoff here and there is mounting anger and frustration by these pilgrims who feel they are caught in the middle between this political struggle between Hamas and Fatah," she said.

For people in Gaza, the worsening humanitarian situation remains a great concern.

Israel has allowed food into the Gaza Strip for only three days since the flare-up of violence on November 4 prompted it to tighten its blockade of the aid-dependent territory.

no siege in gaza
Israel left gaza to the palestinians maybe 4 years ago. Since then, almost daily, hamas has fired rockets and mortars into civilian areas of Israel. Gaza needs food medicine, fuel. Please tell me exactly why israel or egypt should supply these to a people who have only invested their money (donated from stupid countries) in weapons to be used against israel. Gazans lives would be so much better if they peacefully coexisted with jews and israel

Response to Gial
The crucial thing to remember is that Palestine is not militarily occupied by it's "own bretheren [sic]" - it is occupied by Israel. The positive things that Israel has done in recent days which you highlight are all obligations under international law normally ignored by Israel, along with all the many other aspects of international law of which she is in breach, and has been for very nearly her entire existence.

Israel to free Palestinians
This is pathetic. They release a couple of hundred prisoners every six months or so and then go out and round up another couple of hundred Palestinians. The total numbers never change much from year to year and it probably has more to do with insufficient prison space in Israel rather than any confidence building gesture.

Releasing of jailed palestinian
Gail Israel is releasing People she should have not kidnaped in the first place. Israel keep kidnapping palestinians on a daily bases and releasing them as good will. Next week they will kidnapp another 250 to replace them unless of course if they chose to accept jews as the chosen ones. Get real.Palestinians want to be free and not occupied. On the other hand Israel wants palestinians to accept it as their overseers so Israel can allow them to be feed. Natenyaho call this economic peace.

palestinian holocaust
I think that the palestinian people suffered the more cruel invasion by the jewish state. If the israel people know the pain of the holocaust. Why make the same with the another people?

The reason why Egypt is not letting them through is to fulfill their part of an agreement with Israel. If they break this agreement, then they will probably receive less aid from the US. Nevertheless, I do agree that Egypt should let them through. However, it cannot compare to what Israel is doing to the Gaza strip. You see, Israel, being the occupying force, actually has a responsibility to protect the lives of the people under their control. They are doing the exact opposite of that

Israel to free jailed Palestinians
It is absurd to claim that Israel treats the Palestinians better than the Egyptians. Israel continues to isolate Gaza and block aid delivery, under the pretense that qassam rocket fire is a significant threat. Qassam rockets have killed 15 people since 2000, 1.4% of the number of Israelis killed. Israels disproportionate retaliation kills many more Palestinians, currently the rate is about 30-40 Palestinians in retaliation for every Israeli killed. Do Egyptians do this?

Jewish Blood?
Yet another shameless attempt at propaganda by the masters at al Jazeera. You guys are about as fair as balanced as Fox News... The phrase and qualifier that the Israelis use in deciding which prisoners not to release is those "with blood on their hands", not those "with jewish blood on their hands". In short, they won't release lunatics who slaughter civilians for the glory of Allah and Palestine...a reasonable position if ever there was one.

re: siege
The corrupt and criminal Israeli government still has a very long way to go before it can preach about morality to any other state. 11000 Plaestinian prisoners, almost daily random targeted assassinations of Palestinians, the "collateral damage" of inocent civilians killed by the targeted attacks, the blockage of Gaza killing many due to food and medical unavailabilty, missile strikes on stone throwers and ineffective rockets, cluster bombing of Lebanon and daily harassment of Palestinians.

Re: Victor
It doesnt matter if he has or has not been there. If Israel wasnt formed there wouldnt be Arabs killing Jews and vice versa. Jews and Arabs have been living in peace in Palestine for hundreds of years. Also, Darfur is a conflict about race and its not religious. Iraq and Afghanistan were INVADED remember by the US! Really did you notice who invades those Muslim dominated countries? And who wants to invade more? Open your eyes

So Egypt refuses to let Palestinian Muslims passage to make the Hajj and Israel allows humanitarian aid into the strip despited continued rocketing of Sderot. All of this while Israel is set to release another round of Palestinian prisoners who are perpetrators of terror inside Israel. Can somebody honestly look me in the eye and tell me that the Palestinians are not more abused by their own bretheren than my Israel?

Re: Gial
The only reason Egypt is refusing to let them go is because of the US pressuring them not to. Dont forget, Egypt gets paid to do this by the US. If you dont know, the US is not very friendly with Palestinians. If you didn't know, Israel dictates what happens to Gaza.ANOTHER thing you might not know is that Israel is the MOST POWERFUL country in the Middle East and also top 30 in the world, and can destroy any other Arab army. Just to let you know.

for 5 months there was a ceasefire in Gaza in which Israel refused to lift the economic seige. then Israel breaks the ceasefire and blocks even humanitarian aid. No other country would get away with that. 100's of patients are dying in Gaza because they cannot access basic medical aid. and Israel shouldn't have those prisoners in the first place. Did you know that the legal organisation monitoring children in detention by Israel has documented cases of torture and coercion. get with it

Have you been to the middle east? If Israel and the US never existed, they will be killing each other and other infidels with as much gusto as an Italian eating spaghetti in a spaghetti eating contest. Mama mia. Look at Darfur, Aceh, Philippines, Iraq, Afghanistan, etc. You notice that most wars are now in Muslim dominated areas. Inshallah?

Prisoner release - hum bug
It makes me angry that the Isreali propoganda will spin this in a way so to promote it with the compassionate hand. Never mind the 250 or so they have arrested in the interim period of the last release. What a day for the Gazan's, when even their own Egypt brethren are not prepared to give access for Haj.

Jailed Palestinians
I would like all the readers to ask any of the Palestinians they know if they have been detained or jailed for any length of period by Israeli forces. I will bet that if they themselves have not, they have people in their families who have. Then ask if it was justifiable. I have many Palestinians friends from Gaza and the West Bank and found it hard to imagine that they have all answered YES to being detained and NO to the justification.
