US to push India nuclear-ban waiver
The India-US agreement has also sparked controversy in India [EPA]

The US is set to push a consortium of nations into dropping a ban on nuclear trade with India, a move that will help finalise a US-India nuclear deal.

The 45-nation Nuclear Suppliers Group meets in Vienna on Thursday for two-days and will discuss the US-proposed waiver that would help give India access to legal imports of nuclear materials.

The India-specific exemption would give New Delhi access to technology and fuel normally reserved only for those who have signed the Nuclear Nonproliferation Treaty (NPT) and allow the full inspection of their nuclear facilities.

India has not signed the NPT.

Earlier this month, the International Atomic Energy Agency agreed a similar waiver.

'Reservations'

But the suppliers group, which operates by consensus, is thought to be a more difficult prospect, with Ireland, Austria, Switzerland, Norway and New Zealand said to be sceptical of the deal.

"Like a number of countries we do have reservations about aspects of the content of the draft exemption recently circulated," Phil Goff, New Zealand's defence minister, said in an interview, published on Wednesday, with The Times of India newspaper.

"We would like to see these reservations given full and effective consideration so that we could have added confidence in the nonproliferation benefits an exemption might bring."

He said his country was considering whether the waiver should be made conditional on wider UN inspections of Indian nuclear sites and what would be necessary to prevent the transfer of technologies with possible military use.

Business opportunities

The waiver would provide some nations with the opportunity to do more business with India.

But critics fear that exporting nuclear fuel and technology to a country that has not made a legally binding nuclear disarmament pledge could set a dangerous precedent and weaken efforts to stop the spread of nuclear weapons and materials.

A Swiss foreign ministry spokesman said his country's stance would depend on whether agreement is reached on an exemption that contains the "necessary nonproliferation guarantees".

Iran, which is locked in a disagreement with Washington and its allies over its own nuclear programme, is likely to argue that India, which developed nuclear arms in secret, is now being rewarded with access to atomic technology.

Iran is under UN sanctions for refusing calls to freeze its nuclear activities, which the US argues could produce a nuclear weapon but which Iran says are for peaceful purposes.

Agreement 'likely'

Diplomats close to the suppliers group talks say that France, Russia, Canada, Brazil and South Africa are in favour of an agreement.

The Associated Press quoted an unnamed diplomat as saying that there could be up to three meetings before an agreement is reached.

"At the end of the day there is going to be an agreement," the diplomat said. "It's just a question of how long it's going to take and how much cajoling will be necessary."

Once an agreement is reached with the suppliers group, the deal goes to the US congress for approval.

The US-India nuclear deal reverses more than three decades of US policy that has barred the sale of nuclear fuel and technology to India.

The deal has also been controversial in India, where critics of the plan say it will undermine India's weapons programme and give the US too much influence over Indian foreign policy.

Wonderful how flexible the US is when it's interests are in play. Tough on Iran, soft on India. I hope Pakistan takes note as well as Iran. Nuclear know how is for sale for the US as long as it promotes globalization & economic interests. Cynical maybe....

Why the US supports India’s nuclear program
It is really no mystery why the US supports India’s nuclear program and then rejects Pakistan’s and Iran’s nuclear aspirations. It is very simple, it has everything to do with Israel. If India was not a strategic partner with Israel then the deal would never have been approved by Congress. Look for Georgia to get nuclear approval from the US in the near future.

It is disgusting that whole world is pushing for nuclear waver for INDIA , The country which is responsible for perpituating massacre of kashmiris. On one side Indian army is busy in killing Kashmiris and at same time whole world wants to help its nuclear energy. It was better if Human Rights Record was made a condition for India getting nuclear help.

Indian Nuclear Programme.
If India can have nuclear energy so should Iran.If there's a Hindu bomb,Jewish bomb,Evangelical bomb then there should be a Muslim bomb,with the exception of Pakistan they can't be trusted with their bomb.The world should embrace themselves,something unthinkable is about to happen.I don't know if anyone shares the sentiment,but i just have this gut feeling one of the nuclear possessing psychos is about to go ballistic.

Nuclear Deal for India.
Very well put Robert.I couldn't have said it better...All this new tech investment in India and job outsourcing from the US,spending millions and making billions.As soon as it gets saturated in the next 20yrs these companies will find a cheaper country to invest in and exploit to further economic imperialism.

I fully agree with Robert, yet it pains me to see howm any people do not notice this or maybe they do but are too scared to be punished by US economically or even physically. I expect this is not going to last for long, there will be some Nations out there that will get angry enough because of the mistreatment they have gotten and let their rockets fly to show that US is not the ownder of the planet.

Nuclear-ban waiver
the US is incapable of playing the role of Honest Broker on these issues due to a credibility defacit. American jay-walking on these issues is only possible due to the uncritical support it gets from its friends around the world, England, Australia, Japan etc. It has shown that it is willing to dress in any disguise advance it's interest. There is a need for countries to remain principled to avoid being manipulated. Europe badly needs a Chales De Gaulle.

Nuclear deal will definitely get through. NSG can't do a damn. U.S.A. will bulldoze it's way regardless of any rhyme,reason or logic. Why blame the NSG even U.N.O. has no relevance in front of the U.S.A. these days.

The world is blind or kept blind, or just afraid to open its eyes. US is supporting and supplying Israel with nuclear arsenal. India gets a share too. Georgia becomes a good friend 'suddenly'. Poland becomes a nuclear launching pad. The US does not have the slightest interest in Iraq, except their oil. That's why it hasn't thaught of installing it for 'THE' purpose. Who is the US trying to fool. Wake up everybody! The US regime can't help being that way. It' just a puppet of a much dangerous one

NSG would mean nothing for India then, and if NSG fails to control, what it used as a tool against India, its very existence is questionable. India has no malicious designs to wage a war or act like a war monger. India does not see pakistan as a threat at all. India is always willing to have strong ties with pakistan. India's minimum nuclear weapons program is to counter chinese threat against its nuclear weapons as china continues to fiddle along India's North Easter in a border conflict.

I have seen many comments that says that this deal is bias. Unlike China, pakistan and Iran, India does not proliferate sensitive technologies. It is NSG that gained more than India by aligning India into its club. Do you think, if the deal failed, India would have gave up its nuclear program? No. India is actively researching on thorim as a fuel alternative and it is likely in a few 5 to 7 years, it will learn to process it. After that NSG would have to suicide itself, because ..............

Let me say here, India wishes a peaceful and healthy relations with china, but china does not reciprocate. Besides that, India needs to produce massive electricity to support its economy. The deal wont trigger arms race but will balance chinese hegemony in the reason to a great extent. As far as testing is concerned, I dont see it in forseeable future, unless china does. robert and Ayub reaad it.
