Russian warships sent to Abkhazia

Russia has sent a missile cruiser and two other ships to a Georgian port, while a US military ship has docked at another southern port in a show of force amid an escalating standoff with the West over a nation devastated by war with Russia.

The dockings came a day after Dmitry Medvedev, the Russian president, recognised the two Georgian breakaway territories of South Ossetia and Abkhazia as independent states, prompting harsh criticism from Western nations.

Georgia reacted by recalling all but two diplomats from its embassy in Moscow.

The US Coast Guard cutter Dallas, carrying 34 tons of humanitarian aid, docked in the Black Sea port of Batumi, south of the zone of this month's fighting between Russia and Georgia.

The arrival in Batumi avoided Georgia's main cargo port of Poti, which is still controlled by Russian soldiers.

The US embassy in Georgia had earlier said the ship was headed to Poti, but then retracted its statement.

Zaza Gogava, the head of Georgia's joint forces command, said the port in Poti could have been mined by Russian forces and still contained several Georgian ships sunken in the fighting.

'Peacekeeping operations'

Poti's port reportedly suffered heavy damage from the Russian military.

In addition, Russian troops have established checkpoints on the northern approach to the city and a US ship docking there could have been seen as a direct challenge.

Georgia's separatists

South Ossetia is a territory of about 70,000 inhabitants, the majority of whom are Orthodox Christians, located in the Caucasus mountains.

Referendums held in 1992 and again in 2006 demanded independence, but were notrecognised internationally.

Abkhazia has about 250,000 inhabitants, most of whom have a Russian passport. The region makes up about 12 per cent of Georgian territory and the majority of Abkhazians are Muslim.

Abkhazia unilaterally proclaimed its independence in July 1992 and separatists pushed Georgian troops from the Kodori Gorge on August 12, 2008 - the only part of the region Georgia had controlled.

Meanwhile, the Russian missile cruiser Moskva and two smaller missile boats are anchored at the port in Sukhumi, the capital of Abkhazia, some 180 miles north of Batumi.

The Russian navy says the ships will be involved in peacekeeping operations.

Although Western nations have called the Russian military presence in Poti a clear violation of a European Union-brokered ceasefire, a top Russian general has called the US practice of using warships to deliver aid "devilish".

Colonel General Anatoly Nogovitsyn warned that Nato has already exhausted the number of forces it can have in the Black Sea, according to international agreements, and warned Western nations against sending more ships.

"Can Nato - which is not a state located in the Black Sea – continuously increase its group of forces and systems there? It turns out that it cannot,'' Nogovitsyn said.

Many of the Russian forces that drove deep into Georgia after fighting broke out on August 7 in South Ossetia have pulled back, but hundreds are estimated to still be manning checkpoints that Russia calls "security zones'' inside Georgia.

Ukraine 'vulnerable'

European leaders responded to the moves on Wednesday by raising fears that Russia could set its sights on other neighbouring countries after its stated recognition of the two breakaway regions. 

Ukraine and Moldova are both vulnerable, Bernard Kouchner, the French foreign minister, said as condemnation from Western countries, including China, continued about Russia’s actions.

Russia has breached international law by recognising the independence of South Ossetia and Abkhazia, Kouchner said in a French radio interview.

"It's very dangerous. There are other objectives that one can suppose are the objectives of Russia, in particular Crimea, Ukraine and Moldova.”

On a visit to Kiev, David Miliband, the British foreign secretary, warned the Ukraine government against provoking Russia.

He said Ukraine must act "not to provide any pretext for Russian actions because of course the Russians have used those pretexts in the Georgian case and it's important to not repeat that".

The southern Ukrainian region of Crimea is mainly populated by ethnic Russians and houses the Russian Black Sea fleet at Sevastopol.

Transdniestr, in eastern Moldova, fought a brief independence war after the Soviet Union's collapse but is not internationally recognised.

It hosts a contingent of Russian troops.

The European Union should clearly support Ukraine's membership of the bloc to prevent it from becoming a Russian target, Olli Rehn, the EU enlargement commissioner, said.

"Ukraine could be the next target of political pressure by Russia, whose doctrine on its nearby neighbours is reminiscent of sphere politics," Rehn said in a speech to Finnish ambassadors.

The Georgian conflict was a stark reminder that Russia is the EU's biggest foreign policy challenge, he said.

Prisoners exchange

Meanwhile, in the village of Karaleti near the border with South Ossetia, several prisoners were exchanged between Georgia and Ossetian forces.

Some 85 Georgian civilians who were detained and kept in South Ossetia's capital Tshkinvali were transported on yellow buses across the border and delivered to the town of Karaleti.

They were reportedly the last of a group of Georgian civilians who were captured during the conflict.

But there is still an undisclosed amount of Georgian soldiers being held, according to the Georgian parliamentary defence and national security committee.

The release was in exchange for some 13 Ossetians, including four soldiers, some of whom were jailed by Tbilisi prior to the conflict on terrorism charges.

Also on Wednesday, Georgia's prime minister said the war with Russia had caused about $1bn in damage but did not fundamentally undermine the small country's economy.

Georgia's entire national budget for last year was about $3bn, and Georgia is hoping for substantial economic aid from the West to help it recover, said Lado Gurgenidze.

Reuben Jeffrey, the US undersecretary of state for economic affairs, is leading a US delegation examining Georgia's postwar economic recovery needs.

It seems that 34 tons of aid is a very small amount to be carried on such a large warship. I mean 34 tons is one truck load. Avery, very small amount indeed.

West double standard policy

Still believe in America
Hi all! Let's have a look what is happening from our point of view. Bush's administration is trying to support our neighbor countries with arms. It's the same if we could support Mexico with the same things. At that time they are going to support Taiwan but this could be interpreted negatively by China for sure (e.g. if USA is going to support S. Ossetia instead of Georgia). So, I really don't understand the main line in politics of this admin. God bless America and Russia. Vote for Obama!

Differing perspectives.
It would be nice to agree to disagree, unfortunately America has that obnoxious "if you're not with us you're against us" outlook. The 'West' generally fails to recognise its perspective is not the only one. I say perspective, not ideals or ethic because, far from being the torch-barers of liberty, Western Governments are as happy as any to turn a blind eye to the excesses of regimes they choose to do business with.

Nato and Russia
If I were Russia, I would raise the price of gas by 50% to any european country that is a NATO member. NATO serves no purpose other than to snap at Russia when it can like a trained US poodle. Moreover Geogian leadership should stand trial for genocide .. preferably in moscow.

Russia did it to itself
By moving into Georgia instead of stopping at the borders of South Ossetia and Abkhazia, Russia broke several promisses it had made at the start of the conflict and lost its credibility. Because of that, it took away many the doubts in the West. USA send aid, and helps the Georgian millitary, EU wants to send peacetroops to the region, and all NATO-Russia deals are re-examined, and Eastern Europe fears an attack. That's why Poland suddenly agreed with the USA about the missile shield.

US are showing presence
I agree with some of my previous speakers in that the US are using the Coast Guard ship to show presence. But should the US simply do nothing? And isn't sending a Coast Guard ship still a very cautious way? @George: "WHY you dont solve the Palestine-Israel problem?" What??? It is not a question of will but there simply seems to be no solution of the problem. The EU & US have worked hard on the problem for decades. The EU pays >500 million Euro every year to the Palestine authorities.

The west need to realise they don't own the world
For too long the USA and England have had too much say in the way the world is run, it's time for Russia to put them in their place. The USA and England have bullied the weaker nations of the world, they should be removed from the UN security council and investigated for crimes against humanity.

American and European Hypocrisy
Rehn of the EU states: "Ukraine could be the next target of political pressure by Russia, whose doctrine on its nearby neighbours is reminiscent of sphere politics." Are the Europeans and Americans not playing the same game of "sphere politics" by pushing Europe's borders and putting missiles in Poland? Are Europeans stupid and arrogant enough to forget the mistake of these kinds of games? Tens of millions of dead in the last century is not proof enough for the leaders to learn to act better

Georgian responsibility for this conflict
Al-Jazeera's coverage is refreshing as the US has again warped public perception here to fit its strategic goals. Every nation, whether Chechens, Ingush, Abkhazi or Ossetians, deserves autonomy. Ossetia was a self-autonomous oblast since 1922, yet Georgia strangles its economy and initiated the combat. RU's not involved for altruistic reasons-they're butchers when facing minority unrest inside their existing borders (15,000 killed with katyusha barrages in Grozny), but Georgia brought this on.

THe Smart Thing
The smart thing for Ukraine would be to give Russia something like three more years free lease of Sevastopol (Russia has use of the military facilities there for its fleet until 2017 I think) and options on the contract for a treaty to guarantee Crimeea's place within Ukraine. Even though the majority there is russian, there haven't been local calls for independence or return to Russia.

I was a bit surprised to see it was a Coast Guard Cutter and not an aircraft carrier that delivered the aid. It must be an indication of our low resources right now. At some point America is going to have to start helping Americans.

I remember the Kennedy/Kruschev face-off over the USSR wanting to put missiles within reach of North America, we nearly wiped ourselves out because of it. Now the Russians don't want a similar situation and reject the agressive moves by the trouble making countries of the West. OK - it's been long enough and we are wrecking the planet - Let's go for it and face Armaggedon (or whatever your own god may call it).

The cicle of voilence cuased by European and Americal expansionist and supressive approach have come a full circle, landing at the very door steps of Rusian might. After crushing weak in one pretext or other it is now the real test for Americal and Europian pride who by their own mendate have become masters of the word. it is time some one should stand up and show them the right place.

I belive the Bush Administration gave Georgia the approval to attack South Osseitia knowing full well what the Russians would do. Now as the US pushes its affairs more closer to Russian borders you will see SCO and its soon to be new member respond to Nato and the US in a way the world has never seen. I was a republican before this conflict but when i return form Poland another country the US has put in danger i will be voting democrat.

European arrogance
Yes, there is arrogance in Europe. And the worst are Russians: after the second world war their way of thinking was they could do anyting they wanted on their "backyard" in the eastern Europe. But times have changed. No way is this old Russian force policy to be accepted. I hope extremely strong EU sactions against Russia. I'm deeply sorry also for Ukrainians: why the hell did you destroy your nuclear weapons! You should have known that all the Russian leaders respect is force.

Double Standards of USA/WEST
The USA has once again shown its double standards & what a pity that europeans cannot see what is so obvious. When Kosovo wanted independance than, for USA & europeans, it is ok for in fact it calls for celebrations!!!.....but for former USSR states not possible....WHAT DOUBLE STANDARDS!.......maybe TEXAS should become independant too??
