West condemns Moscow over Georgia

Abkhazians gathered to celebrate Russia's 
recognition of their independence [AFP]

Western condemnation has continued to mount over Russia's support for independence in Georgia's two breakaway republics, Abhkazia and South Ossetia.

Bernard Kouchner, France's foreign minister, on Wednesday said Russia is "outside international law" and has breached security accords by recognising the two regions.

"We cannot accept these violations of all international law, of security and co-operation accords in Europe, United Nations resolutions and, for the first time in a long time, the taking of territory by an army in a neighbouring country," he told Europe 1 radio.

He went on to say that Ukraine and Moldova could be next on Russia's list.

The Georgian president accuses Russia of trying to "wipe Georgia from the map".

Speaking on Tuesday, Mikheil Saakashvili said: "This is the first attempt in Europe after Nazi Germany and the Stalinist Soviet Union to put a neighbouring state on its knees and to change the borders of Europe by force."

Neave Barker, reporting for Al Jazeera from Moscow, said: "There is very little that Saakashvili's government can do at the moment apart from attempting to solidify support inside his own country.

"What he's doing right now is attempting to galvanise a sense of statehood, a sense of national unity and he's using the greater international community - Europe, the United States, international institutions like Nato and the EU to try and give his leadership a degree of weight."

'Restore balance'

Russia says that the steps it took were meant to restore balance in the region and prevent a genocide.

Dmitri Medvedev, Russia's president, told Al Jazeera: "This is about standard, although rare, international procedure - the procedure of recognising an independent state.

Georgia's separatists

South Ossetia is a territory of about 70,000 inhabitants, the majority of whom are Orthodox Christians, located in the Caucasus mountains.

Referendums held in 1992 and again in 2006 demanded independence, but were notrecognised internationally.

Abkhazia has about 250,000 inhabitants, most of whom have a Russian passport. The region makes up about 12 per cent of Georgian territory and the majority of Abkhazians are Muslim.

Abkhazia unilaterally proclaimed its independence in July 1992 and separatists pushed Georgian troops from the Kodori Gorge on August 12, 2008 - the only part of the region Georgia had controlled.

We took this step ... in order to prevent genocide, in order for Abkhazia and South Ossetia to declare independence.

After the 17 years, and failures, of restoring balance, we did not take any steps before to recognized these states but instead we tried to mend the government of Georgia. But Saakashvili's genocide has stopped this, and we had to do this."

Moscow formally recognised the breakaway regions, which have both received long-term support from Moscow, as independent following the recent conflict between Russia and Georgia, which began when Tblisi attempted to re-establish its authority over South Ossetia.

Western condemnation

Despite Medvedev's justification, leaders in the West have reacted strongly against Russia's announcement.

Condoleeza Rice, the US secretary of state, said Russia's move was "regrettable" and vowed the US would not let any attempt to recognise the regions' independence through the UN Security Council.

Germany, which has strong economic ties with Russia and is traditionally less critical of Russia in groups such as the EU and Nato, also reacted sharply.

"This contradicts principles of territorial integrity as a fundamental right," Angela Merkel, the German chancellor, said on a visit to Estonia, a former Soviet republic.

Nato also rejected Russia's decision.

The alliance confirmed this year that it would press ahead with Georgian membership, a move that has angered Moscow.

EU leaders including Merkel are to hold an emergency meeting in Brussels next week to discuss their response to Russia, which still has troops in Georgian territory.

Nato 'build-up'

Also on Wednesday, a top Russian general said that Russia's navy is monitoring Nato ships in the Black Sea, warning that a further build-up could be in violation of a pre-World War II agreement.

"In light of the build-up of Nato naval forces in the Black Sea, the fleet has also taken on the task of monitoring their activities," Anatoly Nogovitsyn, the deputy head of Russia's general staff, said in a briefing.

Nato must respect limits set on vessels deployed in the Black Sea that were set in the 1936 agreement signed in Montreux, Switzerland, he said.

The Montreux Convention, as it is called, sets a weight restriction of 45,000 tonnes on the number of warships that countries outside the Black Sea region can deploy in the basin.

"Can Nato ... indefinitely build up its forces and means there? It turns out it cannot," Nogovitsyn said.

Tension has risen in the Black Sea after Russia sent ships to the coast near Georgia as part of its response to Tbilisi's offensive to retake South Ossetia. 

The United States separately has sent the US navy destroyer USS McFaul and another ship to Georgia to deliver humanitarian aid, a move that has been sharply criticised by Moscow.

"Normally battleships do not deliver aid and this is battleship diplomacy, this does not make the situation more stable," Sergei Lavrov, the foreign minister, said in Moscow on Tuesday.

The US Coast Guard Cutter Dallas docked in Georgia's southern port city of Batumi on Wednesday while the Russian missile cruiser Moskva (Moscow) arrived along with other ships in Sukhumi, the capital of breakaway Abkhazia.

After working in the Abkhazian villages in 2003-2006, I know that though formally ethnic Abkhazians consider themselves Christian (in the South) or Muslim (in the North), they are all practicing their own ethnic "Pagan" religion. Abkhaz "Muslims" make and drink vine, and there are a lot of Abkhaz families, where spouses are Muslim and Christian - it is simply not very important for them. My congratulations to Abkhazian friends with Independence - they fought for it bravely and lost many lives.

Evil Empire?
This has much less to do w/ America than Europe. America is not an Evil Empire and ignorant hostile comments like Sergey's are unproductive and perpetuate cycles of hate. I am sympathetic to the Abkhazians who seek independence. But "any little nation,"...where do you draw the line? That is an age old dilemma that has only recently been answered from a humanist perspective. Perhaps we should carve the world up into ethnic enclaves and turn the clock back a millennium or two?

We must welcome a multipolar world. Atleast bipolar, it seems, is coming. Who else can challenge the evil forces of NATO & US except Russia. Billions of people of erstwhile enslaved countries are indebted to USSR which played a crucial role in those days of bipolar world and these evil forces could not do any thing except to run away. It's really ridiculous for the WEST to condemn Russia's action. When it comes to Serbia, the country who tried to keep its territory integrity, their actions were against international law. NATO's inhuman booming was justified regardless civilian death. When it comes to Georgia, all reversed. Come on, stop this double-standard . Russia, we Chinese are with you, fight back!! Good on you Russia! Wish the Chinese government has at least half of Russian government's courage when dealing with things!

Hypocrisy
This is a triumph of hypocrisy, as one Serbian journalist pointed it out. The talk on Kosovo and Serbia is now reversed - the West is salivating about territorial integrity, while Russia is wheeping about genocide and ethical reasons for its actions. The ones who pay the price are the people on the ground. The UN is now as important as a TV forum while the world-defining decisions are made in Washington, Moscow and Brussels with a few smaller players. Bon apetite!

Independence.
The line when it comes to small nations was drawn when the West illigally recognised the independence of Kosovo. The Russians warned the West that this would set a bad precedence and they just proved it. The American empire is evil and I salute Russia and China for being the unyielding power. Also who do the Europeans think they are to demand anything off Russia? Sarkozy ran to Russia immediately not to ask for peace but to beg Russia not to disrupt the flow of oil and gas.

A Big Mess
Both sides (West - R.F) can only lose tremendously if continuing that fatal tit for tat mentality. All progress gained after 1991 is at stake. US must find back to a more balanced foreign pol. approach that was so succesful before G.D.B.'s unholy rise to power. Ever since quite a many US action have profoundly undermined the moral integrity of the Western Model. But there's no justification for Russian retaliation excesses and counter-hypocrisy. Russia is right and has rights
The US must be the last to condem Moscow for recognising separatist states and breaching international law.Remember it sponsered the break up of Yugoslavia,unilateraly attacked Iraq, it finances civil wars in Africa and bank rolls pro-western political parties.remember Taiwan of China. Russia is therefore doing well in paralleling American standards & values. It has all the rights to do so because recognising the break away states is equivalent to giving those people liberty so Russia is right.

Perhaps we also need to consider, besides the self-interest of the Western and Russian power groups, and the hypocrisies that enter into their relationships, that South Ossetia and Abkhazia were "GIVEN" to a territorial entity called the Soviet Socialist Republic of Georgia by the Georgian Josef Dzhugashvili (aka STALIN). Why is their scramble for independence a violation of anything except one of the worst people to come out of Georgia?

I find it incredibly hypocritical that George Bush and Gordon Brown, the leaders of the two worst offenders when it comes to the unlawful occupation of other nations like Iraq and Afghanistan, have the guts to criticize Russia over its response to the actions of the Georgian government lead by the crazy demagogue and unscrupulous political opportunist Saakashvili. The Condemnation of So called "West"
When Georgia started Genocide in Ossetia the so called west kept their mouth shut, when Russia started the defence for the helpless people they started their 'Diplomacy' to stop Russian action. Since when is Russia so intent on freeing little nations? Why wouldn't they have at least made a case in NATO for this? Instead, they silently planned and attacked unilaterally. Are you sure they are not just using this as an excuse to attack rising democracies such as Georgia? The US has been involved in many conflicts using her military to assist other nations in gaining/regaining freedom. Will be see positive moves to free Tibet, Xinjiang, Taiwan, Burma, Darfur, etc etc etc And Russia, its already been said, but what about Chechnya, Ingushetia, North Ossetia, Dagestan and so on.. Discuss about independence in this episode is extemely naive. US supports Georgia for the same reason that Russia supports the separatists... and this reason is not freedom... it's only the strategic location of the area. That's the reason. Russia, Georgia, US, NATO, SO... all of them made mistakes... discussing who has the reason is a big loss of time. My opinion is the same of the Al Jazeera's reporter: "Saakashvili made a serious mistake... made friends far away and enemies close."

Georgia is ungrateful for its existence?
The only reason Georgia is still alive and kicking is because Russia safeguarded it during the Russo-Turko wars, it was leveled by Persians, and would it make sense for the Georgian president to be against Russia, when Georgias existence is owed t to Russia? The Hypocrisy is Incredible
How can the West possibly cite international law about territorial integrity? For 20 years we've watched US/UN/Nato actions grow more arrogant, unchallenged and unchecked. We all know what happens to undisputed super powers (or empires), history's full of the same story, and they're NEVER good. Fact is the world needs Russia to balance and push back. I must confess a certain pleasure that this occurred before Bush left office - because wow did he deserve the slap in the face.

Fantastic, yet another Russian dictatorship that attacks weaker countries around the Russian border. What else is new? Historically speaking, China and Russia have always waged wars against their smaller neighbours. Look at China's attempted genocide of Vietnam and the 1,000 year occupation of that country. Or just look at the history of the Russian Empire. Stop bashing EU and USA. Without those 2 groups, Russia and China would have already destroyed YOU!

I do not understand this idea of independence, when the people are not free. They now have Russia to answer to. Also that Russia gives people passports and all of a sudden not just the people but the land also is Russian.
