Israeli 'shooting video' condemned
The video shows a soldier aim and fire his weapon at a Palestinian man's legs

The Israeli defence minister has condemned an incident, captured on video, in which an Israeli soldier shoots a Palestinian detainee.

Ehud Barak vowed on Monday that the incident would be investigated, but Sarit Michaela, from rights group B'Tselem, told Al Jazeera that such incidents are usually ignored by the military.

"Generally, there is very little accountability when it comes to Israeli security forces following up on cases we report - cases like the use of weapons, harassment charges, beating up civilians or killing children," she said.

On Sunday, B'Tselem released a video showing a soldier firing his rifle toward a captive Palestinian man.

The rights group names the Palestinian as 27-year-old Ashraf Abu Rahma.

Israeli media said the army arrested the soldier involved and that he told investigators his commanding officer, a lieutenant colonel, ordered him to fire.

Even though Abu Rahma was tied up and blindfolded, the officer said he told the soldier who shot the bullet only to shake his rifle to frighten the Palestinian.

According to reports, an Israeli military spokesman, said: "When the investigation is over and the results are in, steps will be taken."

Barak on Monday insisted the incident would be investigated.

"The Israeli military will investigate the incident, learn its lessons and hold those responsible to account," he said.

"Warriors do not behave like this."

'Whitewashed'

The incident occurred three weeks ago in the Palestinian village of Nilin during protests against the construction of Israel's barrier in the occupied West Bank.

Michaela told Al Jazeera: "In my four years here, I haven’t seen anything this severe.

"However, the phenomenon of firing rubber coated steel bullets at protesters and the culture of whitewashing a community is very common amongst Israeli army officials."

Michaela said that high-ranking officials hardly try opening investigations that could potentially charge soldiers who commit such crimes, "and even when reports are made, the government rarely follows up on the charges to punish them through a military tribunal", she said.

According to Michaela, Israeli military regulations stipulate that rubber coated steel bullets are not permitted to be fired within a 40m radius, and officials are advised to aim for the legs only.

However, B'Tselem reported in a press release that the rifle, which appeared to have been modified to fire rubber-coated metal bullets, was aimed at least 1.5m away from his foot.

"I think the incident wouldn't have gained media attention had the video not been released and it forced him [Ehud Barak] to react. Otherwise, the incident would have been whitewashed and nobody would have known about it," Michaela said.

Israeli Crimes Flourish...
This subject concerns daily human rights violations carried out by Israeli occupation forces in the Occupied Territories against Palestinian civilians. This is just one example of a "minor" crime...Israel has killed over 4000 Palestinian civilians since September of 2000...600 of whom were young children. Know your facts...

Somehow, I think the gun would have been aimed quite a bit higher if Arabs had detained a Jewish protester in a Muslim country. During the long history of conflict, I'm sure that plenty of attrocities have been committed by both sides. Both sides have a historic claim and right to live in this area peacefully. I think that most Israelis and Palestinians would agree. Unfortunately, extremists believe that the only solution is to kill every Jew and infidel in the world. What God would want that?

Dont be ridiculous
First of all everyone knows the ICC plays at the convenience of other states.Second, if the ICC had the jurisdiction to try a case, you would see not only leaders of Israel, Hamas and Fatah, you would see leaders and soldiers from every state. Hence why no one likes it and why it is only used at the convenience of the US

Dont be an apologist for the jews, when they say they hold the keys to Jerusalem by birthright, they should be held to a higher standard. Plus how would you know if a Palestinian would aim higher or what, thats just stupid speculation when there are facts right here in this article. I guess Israeli Jews are really no different than any one else. Way to represent!

IT NOT NOTHING NEW IT HAPPENS EVERY DAY. ITS NOT SUPRISING EITHER HOW THE VIDEO DIDNT BRAKE HEADLINES, HAD IT BEEN A PALESTINIAN SHOOTER IT WOULD HAVE BEEN THROUGH THE NEWS FOR MONTHS ON END. THERE WAS SO MANY OTHER SOLDIER YET NONE OF THEM STOPPED HIM, THEY ARE AS GUILY AS THE SHOOTER.

Until when would the people of this world wake up and realise that the EVIL is in ISRAEL and United States. There are thousands of cases like this one and what happened to the investigations? Flushed down the drain like dirt. I don't blame the Palestinian who went on a rampage with a bulldozer and wounded people. We are all human. An Eye for an Eye and blood for blood is our natural reaction during such acts. Israel has very good people but its government is the spawn of satan.

The incident shown is just one of many. But then Israelis get away with everything. They whitewash most incidents and the palestinians are so afraid of them that they never say anything. Thank god for rights groups like B'Tselem.

Outrage over rubber bullets swollen toe...
...but no outrage over the hundreds of be-heading videos or thousands of random executions and suicide bombings against civilians. Interesting... well, not really. Being silent on these things and acting like they never happen is just some good use of taqiyya, right?

First of all, let me state clearly this event is outrageous. There is a but: I would like to see the Egyptian defence minister condemning the killing by Egyptian soldiers the African refugees fleeing to Israel via Sinai, which happens on weekly basis. Or a single Hamas politician condemning any terrorist attack, instead of praising it or entirely justifying it...

Nothing new from the isralis. Crime after crime commiitted against the Palestinians and only when a camera shows up do the likse of Barak even bother. What is different is that I'm begining to see some of my fellow Americans turn away from the isralis because of their abuses and injustices. This is a good thing.

When a Palestinian boy was kicked to death for throwing stones at a Jewish 'settler' and also when a little Palestinian girl was intentionally shot on her way to school by an Israeli officer the perpetrators went virtually unpunished. It would seem that under Israeli law it is not a crime to kill a non Jew. Such is Israeli 'justice'.

Go figure…..only in Palestine do the strap bombs to their children and women. Only in Palestine do the send children out to fight Israel with rocks. Then you wonder why Palestine children get killed? If this was a Palestine soldier shooting a Jew he would have received a hero’s welcome, but thankfully in Israel he will be punished. This is the difference, go figure.

Peculiar characteristic of this conflict is reluctance of warring sides to seize moral high ground. Historically it seems they have competed to behave more brutally then the other, to show that they can be less humane, more brutal - you take one eye, I'll take two. No one's a winner. Settlers kill citizens, kidnappers kill hostages. Film like this heightens accountability and makes prosecution more possible. i.e. Abu Graibh, Basra, even Guantanamo. Seize moral high ground and condemn attrocity.

Hello, García, nice to read what you say Americans are turning away from Israelis because of their abuses and injustices, and that is a good thing. A better thing would be that Americans started understanding that the 4000 Americans that died in Iraq did not die for America nor for democracy, but rather for Israel and to make Halliburton, oil companies and the rest of the industrial-military complex richer.

To all the apologists for Israel who trot out stories about Palestinian militant factions. Factions are not an arm of any government. These men ARE. This is state-sponsored terrorism, in the name of religious fundametalism (the "Israel is ours by God's decree" bit, in case you wonder). If you want more evidence, you only have to look at the Beer-Sheba bombing where a Palestinian killed 12 Israelis on a bus. It was hailed as "breaking a ceasefire" - one during which 450+ Palestinians were shot.

Israel is still today crying of what Germany and Hitler have done to them and they do not see what they are doing with the Palestinians. The problem with that approach is that the Palestinians then simply have their land expropriated and their families murdered in a media vacuum. The constant killings and goadings, and the ongoing land theft, are things that only those on the highest of moral high ground could be expected not to react to. When you're victimised and the world doesn't act, you have no idea how alone that makes you feel. Palestinians are alone.

Soldier shoots Palestinian Prisoner
I live in the United States. After September 11 I cancelled my cable television and starting reading and viewing the Internet only for my news. I have come to the conclusion that the United States and Israel are committing crimes against humanity in the Middle East. The reasons are: (1) the fundamentalist Christians support Israel as the "Jewish" homeland, and (2) Oil. Many people in my country are starting to see this but we have a big problem: AIPAC and its impact on politics.
