US and Iraq near troop pullout plan

The US and Iraq are close to reaching an agreement on the future of US forces in Iraq, Condoleezza Rice, the US secretary of state, has said.

Speaking at a news conference with Hoshyar Zebari, her Iraqi counterpart, in Baghdad on Thursday, she said the two sides had agreed "time horizons" for US troops to leave the country.

Zebari said: "What we have accomplished - this agreement is the most advanced version of any so far strategic agreement between the United States and any other country in the world."

"This issue, as you know, is also a sensitive issue, that deals with sovereignty, that deals with Iraqi interests [and] stability in the region."

The long-awaited pact will allow US forces to stay in Iraq beyond the end of this year, when a UN Security Council mandate enacted after the US-led invasion in 2003 expires.

According to US and Iraqi sources, the draft agreement calls for US soldiers to withdraw from Iraqi cities by the end of next June.

They would remain on bases across the country, however, providing backup support to Iraqi forces until the end of 2011, reports said.

Contentious issues

But there are some disagreements over the draft.

Abdul Wahab Al Qassab, an Iraq specialist at the Doha-based think tank the Strategic Studies Centre, said: "There will still be some reservations from a very broad segment of the Iraqi society.

"The only string which [Iraq's government] can play  - Iraqi public opinion - is contrary to going into such an agreements with a power which is considered by Iraqis as [an] invader"

Other issues that need to be sorted out include immunity for US troops from Iraqi law and the status of prisoners held by US forces.

"It is an important agreement to allow Iraq and the US to continue co-operation in building a foundation that solidifies the gains made in this country," Rice said.

 

At present about 144,000 US troops are stationed in Iraq.

Al Jazeera's Tom Ackerman said that with Iraqis facing provincial elections in the next few months, Nuri al-Maliki, Iraq's prime minister, will be facing pressure at home not to concede anything that will affect Iraqi sovereignty and to ensure a firm end date for US troop withdrawal is set.

In May this year, scores of protests against any such deal erupted in Baghdad, led by Muqtada al-Sadr, the Iraqi Shia leader.

Al-Sadr on Thursday denounced both Rice's visit and the proposed pact.

In a statement read by Liwa Smeism, al-Sadr's political adviser, at his office in Najaf, he said: "Today, Condoleezza Rice, the occupation foreign secretary, arrived in Iraq to try to put pressure on the government of Iraq to accept terms dictated by the occupation to sign this ominous treaty."

Any deal would have to be first ratified by the Iraqi parliament and the veto-wielding presidency council.

Reason for withdrawl
What is the motive behind U.S. withdrawing from Iraq? Have they got tired of killing Iraqis and destroying Iraq or is it because they can not take any more of their own deaths? Take your pick.

US and Iraq troop agreement
Good gracious, Iraq's top guys, Nouri al-Maliki and the top diplomats should know better than to go into such a pact with America. Bottom line is that under International law, the US is an invading power, an occupying power and most likely the pact will benefit the US more than it will the Iraqis.Beware.

US & ISRAEL SHOULD NOW CONSIDER MAKING PEACE WITH OTHERS TO AVOID BEING CLASIFIED AS WORLDS MOST NOTORIOUS STATES
At least there is someone in Israel who could speaks out to avoid the conflict between US, Israel & Iran. US & Israel should by now see into the expect of being a friendly nation to avoid them being targeted as the most notorious nations on earth. Infact, no other nation are notorious as these two evils nations. Promoting peace will gave advantage to the countries in this tiny earth to live harmoniously together while human being living in these countries could enjoy peace & prosperity.

All or nothing for troop withdrawl.
Restricting U.S. forces to bases in Iraq is rediculous. If troops cannot leave the base to defend themselves, then the bases will be targeted by rockets and mortars and U.S. forces will be nothing but targets. We need to give Iraq back wholly then plan for how Iraq will be re-stabilized once al-queda or another terrorist backed governing party takes over. I'm sure this feedback will not be published, none of my others have been.

US troop withdrawl
Well the American people are tired of killing and imprisoning innocent Iraqis, but the government seems to get off on it. and of course the government doesn't listen to the people, we may parade our democracy, but would a true democracy operate on an electoral college? Wouldnt a true democracy have been able to impeach Bush long ago? maybe its a last ditch attempt by the cabinet to up Bush's approval ratings. Ha.

US Withdrawal from Iraq
I encourage Mr. Al-Maliki to stand firm regards the agreement being negotiated with our government. The American people do not want to remain in Iraq any longer than the Iraqi people want us there. Why should Iraq have to negotiate as to a date-certain for the US to leave? If conditions change, and the Iraqi government wants us to remain longer, there is nothing to stop them from asking that the date be extended. Iraq belongs to Iraqis. Stand firm against George Bush. He will soon be gone!

you know, it's great that we liberate a country from tryant(sp), those who disagree can't deny that the former leader was far worse than the current one. Now once the country gets what they want, they show no form of thanks to those who made just as much sacrifice as Iraqis. Just remember, never bite the hand that feeds you. Be careful what bridge you burn. The U.S. liberated you!
