Israel 'doubling' settlement growth

Rice maintains that she aims for the two sides to reach a peace deal by January [AFP]

Israel has nearly doubled settlement construction activity in the occupied West Bank since 2007, a report by the rights group Peace Now says.

The report on settlement expansion coincided with the 18th visit by Condoleezza Rice, the US secretary of state, to the Middle East, on Tuesday.

Rice urged Israel to stop expanding settlements, deemed illegal under international law, arguing that they were not helpful to the peace process.

"The settlement activity is not conducive to creating an environment for negotiations," Rice said at a news conference with Mahmoud Abbas, the Palestinian president, in the West Bank city of Ramallah.

Earlier in Jerusalem, after talks with Tzipi Livni, the Israeli foreign minister, Rice referred to settlements, saying "anything that undermines confidence between the parties ought to be avoided".

A US-backed "road map" for peace calls on Israel to halt all settlement activity in the West Bank and for Palestinians to rein in armed groups.

Settlement 'noise'

The report by Peace Now, a non-governmental organisation, said that at least 2,600 new homes for Israelis are currently under construction in the West Bank, an increase of 80 per cent over last year.

In occupied East Jerusalem, which Palestinians want as the capital of their future state, the number of new government bids for construction has increased from 46 in 2007 to 1,761 so far this year.

Palestinians say the construction of Israeli homes undermines final status talks as it runs counter to earlier agreements.

But Tzipi Livni, the Israeli foreign minister, said the construction will not affect talks.

"The peace process is not, and should not be, affected by any kind of settlement activities," Livni said.

Livni urged the Palestinians not to use settlement building "as an excuse" to avoid negotiations, but added she understood "their frustration" at times.

Peace process

Nour Odeh, Al Jazeera's correspondent in Ramallah, said the issue of settlement building played into larger concerns.

"The issue of settlement building is not just that they exist on occupied land in the West Bank and occupied East Jerusalem, it's about control over water and the territorial contiguity of any possible future [Palestinian] state," she said.

"It's difficult for Palestinians to have any confidence in the committment to reach a solution when settlement activity has almost doubled - and by the Palestinain count more than doubled."

Rice said she still aims to reach a peace accord by January, when George Bush, the US president, leaves office, but she has played down chances of striking any partial accord in time for the September UN General Assembly.

Egypt talks

Separately, Ehud Barak, Israel's defence minister, travelled to Egypt on Tuesday where he met Hosni Mubarak, the Egyptian president, to discuss the ceasefire in Gaza that has been in effect since mid-June.

Barak hailed Egyptian efforts along the porous border which "have visibly been effective", a statement from the Israeli defence ministry said.

But Barak also said that "more effort should be put in order to further reduce" weapons smuggling into Gaza.

The two leaders also discussed ways to renew talks on the release of Gilad Shalit, an Israeli soldier captured by Hamas fighters near Gaza in June 2006.

On Monday, Barak ordered the closure of all border crossings into Gaza after two rockets were fired from the strip.

Confused
The case has not been adequately made to me why my country continues its unwavering support for Israel. I fail to see how it is in the US' interest to commit so many resources to this region.

Indian Trouble
Like the Europeans who came to America, those who came to Palestine have an "Indian Problem". They want the land but there are already people living on it. The options are few & peaceful coexistance is not one of them. Buy land to start & legitimize the process, create reservations, aparteid, evacuation & eradication. That's it. Gaza is a big concentration camp. Yankee Doodle came to town, riding on a Sunday, found some people living there & killed them all by Monday.

At these times of eased information, it is to be understood by Israel that their actions are more and more known by more and more people around the globe. The thing is, when they get their very own (and very deserved) Armageddon, less and less people will cry. The sooner, the better.

I shouldn't wish Armageddon on Israel as glibly as you seem to do. If that were to happen it would mean a world Armageddon involving you and me living thousands of miles away. Would that also be 'deserved'?

It's ironic that Rice was so determined about Iraq's possible "mushroom clouds" with NO evidence (and contradictory facts), but soft-peddles on continuous outright agression, expansion and theft of Palestinian land, while she claims to want peace in the region. US & UK policy in Israel is so biased, I can't see why Palestinians would even bother to talk with Rice or Tony Blair. We encouraged Israeli bombing Lebanon in 2006, when the UN and every other nation called for a cease fire.

The hypocrisy that currently exists in international foreign policy has given Israel carte blanche to commit any transgression or aggression against the occupied Palestinian people. Most people around the world are aware how one small state, Israel monoplizes US aid to the tune of billions of dollars, has more than a hundred nuclear weapons, the most advanced and lethal armed forces and continues to wreak havoc in the Middle East. Any other state would have faced war crimes charges.

Israeli plans
The Palestinian people should realise by now that the Jewish state will never agree to a peace settlement. Their plan is to stall long enough to build out all the Palestinian land they have confiscated. And their hope is that the Palestinians will give them the opportunity to exact the final solution ,which is to eliminate the remaining Palestinians.

an ex CIA agent was interviewed on uk tv and asked how the USA could justify what it did around the world - his answer was that "it would do what it wanted, when it wanted and the sooner the rest of the world got used to that the better".... it's much the same with Israel who is of course supported by the USA with money an armanents to wreak havock on who they choose in the region and to steal land and water which they have been doing since 1948 when Israel terrorists created the state

I'm perceiving that the essence of the debate is not one of land occupation, but a question of religious legitimacy. Obviously, there is no signifigant difference between the area Israel occupies now, and what Jews owned in Arab lands before 1948. What is signifigant, is that if Yahweh is giving Jews back their ancient homeland to prepare for the end of the age on HIS terms, there will be a big upset in Islam. It is no longer the 7th century the shoe is going onto the other foot.

It is funny how the U.S. media will fail to report articles like this one and the one about the Free Gaza and Liberty boat voyages. I think Ms. Rice is wasting her time with the Israeli government. Israel is not happy with stealing over 85% of Palestine, they want more! They are the worlds biggest thief. May God punish them for their 60 years of wrong doings. Inshallah!

I find it ironic how the US condems Russia's alledged territorial expansion in the Caucus and elsewhere, but fails to condemn outright Israel's aggressive and illegal expansion into the West Bank. At least strive for a consistent foreign policy Ms.Rice please.

What Israel has been doing in taking Palestinians' lands was also done by the U.S. government in 1834, when it created "Indian Territory" for Native tribes. Today, it is "Oklahoma," and is, today, 85% white, 5% Native. Thus, all Israel needs to do is hold on for a hundred years, and Israelis will outnumber Palestinians. For occupiers, history teaches that patience is a virtue. Who knows, in a few years, there will be Israeli casinos staffed with Palestinian help.

Palestinians and other Arabs are totally indifferent to dismantling terror groups but are shocked and outraged at Israeli settlements. Palestinians could have made peace long before settlements grew in numbers but refused because of the belief that soon, soon, soon, Israel would be destroyed. It is a religious commandment for Jews to settle biblical Israel so settlement will go on so long as Arabs refuse a two-state solution that retains the Jewish-majority state.

Ms. Livni is correct in saying that the "peace process" is not affected by Israeli settlements. Since the "peace process" is non-existent, it obviously cannot be affected by Israeli settlements or by 18 visits of Ms. Rice with 18 statements that further illegal settlements are "not helpful." In the Lewis Carroll (Alice in Wonderland) world of these fine representatives of Israel and the US, words mean only what the speakers understand them to mean and they mean nothing to these speakers.

Nothing equals the so- called settlement growth but Cancer. The settlements will continue to grow till they cover the remaining 20% of historic Palestine. Palestinians will live in enclaves surrounded by zealot settlers. Look at the American Indians how and where they live or the blacks in South Africa(before Mandella era).

I can understand israel needs a home land to survive but the way that israel is continueing is the wrong way the path they are following isn't the way forward why don't the leaders of israel think for once and say what if the USA one day is knocked out of the 1'st league and the USA is no longer the USA as we know it, then who will protect israel ? don't forget if the USA falls so will nato as a whole what then? you are to small to try to protect sofare what you have achieved so stop bullying.
