Torture has had a long history in Iraq. It was common practice during the era of Saddam Hussein.
Today, there is growing evidence of broad and systematic torture and abuse in Iraqi prisons.
Iraq's government, as well as the Kurdistan regional government, acknowledged the abuse.
Both have vowed that the guilty parties will be prosecuted. But so far, no senior official has been sentenced.
The scandal at the Abu Ghraib prison shocked the world, so why does there appear to be such apathy when Iraqis torture fellow Iraqis?
Inside Iraq is joined by Mohammad Ihsan, the minister of extra-regional affairs of the Kurdish regional government, Fereydun Hilmi, a Kurdish affairs expert, Said Boumedouha, a researcher with Amnesty International, and Laith Kubba, a former spokesman for the Iraqi government.
