Is Iran sending mixed messages?



Iran has delayed its response to an International Atomic Energy Agency (IAEA) sponsored deal to ship most of its nuclear fuel to Russia for further processing.

At the same time a group of the agency's inspectors are in Iran to examine the country's second nuclear plant which is currently under construction.

Is Iran sending confusing messages to the international community? And what will it mean if it rejects the IAEA's proposal?

What is behind the delay - is it a lack of guarantees or a lack of trust?
 
Inside Story's Imran Garda is joined by Alexander Nekrassov, a Russian analyst and former Kremlin advisor, Mohammed Kamali, a Middle East analyst and founder of the campaign against sanctions and military intervention in Iran, and Flynt Leverett, the director of the Iran project at the New America Foundation.
