How can innovation be promoted in the Arab world?

Many Arab countries have to import scientists and businesspeople from abroad and struggle to find young people with the right skills at home. For example, in Jordan, 63 per cent of new jobs went to expatriate workers between 2001 and 2007. How can innovation and business be promoted among young Arabs? What are the obstacles?
